Docusign Envelope lD: F8876F27-0096-4D3D-AFE1-1C16D8AE38BC <br />INTERLOCAL AGREEMENT BETWEEN KITTITAS COT]NTY AND THE <br />WASHINGTON DEPARTMENT OF FISH AND WII,DLIF& <br />RECITALS <br />WHEREAS, the Interlocal Cooperation Ac| as amended, and codifled in Chapter 39.34 of <br />the ltevised Code of Washington ("RCW"), provides for public agencies to enter into <br />agreements for.loint or cooperative action authorized under that chapter; and <br />WHEREAS,in2023, the Washington State Legislature appropriated funds inthe2023- <br />2025 Budget Proviso lbr the acquisition of Springwood Ranch ['or public purposes pursuant <br />to Section 3073 of Engrossed Substitute Senate Bill 5200, the text of r.vhich is attached as <br />Exhibit A and incorporated by reference (the "Springrvood Ranch Legislation"); and <br />WHEREAS, pursuant to the Springwood Ranch Legislation, on October 31't, 2024the <br />Trust for Public l,ands conveyed poftions of Springwood Ranch to Kittitas County, T'he <br />Kittitas Reclamation District (KRD), the Confederated Bands and Tribes of the Yakama <br />Nation (Yakama Nation), and Washington State acting by and through Department of Fish <br />and Wildlife (WDFW) (collectively "Owners"); and <br />WHEREAS, Kittitas County entercd into Grant Agreement No. WRYBIP-2325-KiCPWD- <br />00A72 with the Washington State Depafiment of Ecology {br Springwood Ranch <br />stewardship and planning activities, i.vhich is attached as Exhibit B and incorporated by <br />reference ("grant agreenlent"); and <br />WHEREAS, stewardship arid planning funding will be used to maintain core land <br />management lirnctions during an interim management period and provide key services to <br />enable the owners to transition the ranch to meet long-term management goal; and <br />WHEREAS, the owners will work together to implement the scope of r.r,ork authorized and <br />funded by the grant agreement: <br />NOW, TI{EREFORI{, it is hereby agreed as follows <br />iT'ERMS <br />l) Legal Basis.
