Pine Loch Sun <br />wishes to ensure continuity in access to Ridgecrest and/or Thunder Road as esablished through <br />historic precedent. <br />12. VIII. PROJECTANALYSIS & CONSISTENCYRBVIEW <br />12.1. In review of this proposat, it is important to consider the goals and policies of the <br />comprehensive plan, applicable county code' publio and agency comments, any identified <br />environmental concerns and state and federal requirements. <br />12.1.1. Consistency with the Comprehensive Plan: The proposal is mnsistent with the goals and <br />policies ofthe Kittitas County Comprehensive Plan. As referenced above in Section V ofthis <br />staffreport, the following Comprehensive Plan policie apply to this proposal: LU-GA LU- <br />G5, H-P3, RR.G8, RR-G16. <br />12-1.2. Consistency with the provisions of KCC l7A, Critical Areas: A critical area review was <br />perforrred by stafi and GIS data indicates a Type 9 (unidentified) sheam running through <br />parcels 950570,950583 & 9505S4. The GIS data indicates a Type 4 Seasonal (non-fish <br />bearing) stream runningthrough parcels 12065 and20202.Ihe GIS data indicates a Critical <br />AreaAquifer Rechaqge (CARA) for Grcup A Wellhead Protection Areas. SEPA Checklist was <br />submitted with the application and an MDNS was issued on November 14,2024. <br />12.1.3. Consistency with the provisions of KCC 16.32.050, Short Plat Review: This proposal, as <br />conditioned, is consistent with the Kittitas County Short PIat Review requirements. The <br />proposal; l) conforms to all county subdivision, zoning, health and sanitation, roads and <br />bridges, and fire and life safety regulations and with laws adopted by the state of WashingSort <br />2) conforms to all standards and improvements required under this title, 3) has no hazards <br />created by flood potential, landslides, etc-, 4) makes provisions for all improvements and <br />easements, 5) outlines access for both proposed lob, 6) indicates no hindrance to the public <br />intoresf 7) is not being further divided from an incomplete plat, and 8) complies with KCC <br />13.35 to determine adequate water supply. <br />12].4.
