All other funding avenues have been thoroughly pursued and exhausted, includingfederal
infrastructure dollars over the past four years. The $3 million Lodging Tax Advisory
Committee (LTAC) grant —through the Large Capital Projects initiative —represents the
final, critical component to close the funding gap.
Importantly, the initial DOC grant awarded in 2021 is contingent upon full project funding. If
that threshold isn't met in time, those state funds may be reabsorbed into the state budget.
Securing the LTAC funding would unlock this $1.5 million grant and allow construction to
proceed without further delay or risk of escalating costs.
Finally, securing the DOC and LTAC grant funds will significantly reduce the required debt
service to $8 million. This approach not only lightens the financial load across all partners
and taxpayers, but also minimizes long-term interest costs —making this a fiscally
responsible and forward -thinking investment in the future of the Rodeo Arena and the
broader community it serves.
Capital Cost
Design and Engneerin
2024
$94,207
Construction and Associated Costs
TOTAL
Funding Sources
$94,207
2024
State Grants
$94,207
Local Partnership — City ofEllensburg
Local Partnership — Ellensburg Rodeo
CounLv LTAC Grant
Local Partnership — County
TOTAL
$94,207
Funding Sources
I
------------
2025-2026
Total
$1,004,973
$1,053,516
$12,369,920
$12,369,920
$13,374,893
$13,423,436
2025-2026
Total
$2,374,893
$2,469,100
$2,500,000
$2,500,000
$2,500,000
$2,500,000
$3,000,000
$3,000,000
$3,000,000
$3,000,000
$13,374,893
$13,423,436
v State Grants .
