2025 Hazard Mitigation Plan <br />Kittitas County, Washington <br /> <br /> <br />Chapter 4: Hazard Identification and Risk Assessment 60 <br />Probability Description Vulnerability <br />Factor <br />Medium 10% to 24% of the total assessed property value is exposed to a <br />hazard. 2 <br />Low 9% or less of the total assessed property value is exposed to a hazard. 1 <br />No Vulnerability None of the total assessed property value is exposed to a hazard. 0 <br />4.3.3.3. Changes in Development <br />Changes in development in the past five (5) years have increased or decreased the community’s <br />vulnerability/exposure to the hazard. Table 4-8 outlines the changes in development factors used in the <br />risk assessment calculation of this Plan. <br />Table 4-8. Changes in Development Factor <br />Probability Description Vulnerability <br />Factor <br />High Changes in development have increased the vulnerability/exposure of <br />the community to the hazard by 10% or more. 3 <br />Medium Changes in development have increased the vulnerability/exposure of <br />the community to the hazard between 5% and 9%. 2 <br />Low Changes in development have increased the vulnerability/exposure of <br />the community to the hazard by 4% or less. 1 <br />No Vulnerability Changes in development had no effect and/or have decreased the <br />vulnerability/exposure of the community to the hazard. 0 <br /> <br />Each category was assigned a weighting factor to reflect the significance, consistent with those typically <br />used for measuring the benefits of hazard mitigation actions – a weighting factor of three (3) was assigned <br />for Population Exposure, and a weighting factor of one (1) was assigned for Property Exposed and <br />Changes in Development. <br />4.3.4. Impact Factors <br />Hazard impacts were assessed in eight (8) categories – population and life/safety, underserved/equity, <br />property damages, economic, environmental, essential operations, future development, and climate <br />change. Numerical impact factors were assigned as follows. <br />4.3.4.1. Population and Life Safety Factor <br />Population and life safety values were assigned based on the best available data (historical and <br />probabilistic) for people vulnerable to the hazard event and whether the affected population is likely to <br />experience adverse impacts from the hazard incident. Table 4-9 outlines the population and life safety <br />factors used in the risk assessment calculation of this Plan. <br />Table 4-9. Population and Life Safety Factor <br />Probability Description Impact <br />Factor <br />High Populations exposed to this hazard are likely to experience significant <br />adverse impacts, such as fatalities and severe injuries. 3 <br />Medium Populations exposed to this hazard are likely to experience some <br />adverse impacts, such as injuries requiring acute medical care. 2
