Catastrophic Factor <br />The probability that a hazard could be catastrophic. Catastrophes are defined as significant incidents that <br />cause sudden and great harm or destruction. Table 4-5 outlines the catastrophic factors used in the risk <br />assessment calculations for this Plan. <br />Table 4-5. Catastrophic Factor <br />Probability Description Extent <br />Factor <br />High High potential that this hazard could be catastrophic . 3 <br />Medium Medium potential that this hazard could be catastrophic. 2 <br />Low Low potential that this hazard could be catastrophic. 1 <br />No Impact Virtually no probability that this hazard could be catastrophic. 0 <br /> <br />Each category was assigned a weighting factor to reflect its significance, consistent with this typically <br />used for measuring the benefits of hazard mitigation actions – a weighting factor of three (3) was assigned <br />for Extent/Intensity and its potential for Catastrophe. <br />4.3.3. Vulnerability Factors <br />Vulnerabilities were assessed in three (3) categories – population exposure, property exposure, and <br />exposure based on changes in development. Numerical vulnerability factors were assigned as follows. <br />4.3.3.1. Population Exposure Factor <br />Population exposure values were assigned based on the percentage of the total population exposed to <br />the hazard event. Table 4-6 outlines the population exposure factors used in the risk assessment <br />calculation of this Plan. <br />Table 4-6. Property Exposure Factor <br />Property exposure values were assigned based on the percentage of the total property value exposed to <br />the hazard event.
