2025 Hazard Mitigation Plan <br />Kittitas County, Washington <br /> <br /> <br />Chapter 6: Plan Maintenance 229 <br />CHAPTER 6. PLAN MAINTENANCE <br />The Federal Disaster Mitigation Act of 2000 requires the monitoring, evaluation and updating of the <br />hazard mitigation plan every five (5) years. This Hazard Mitigation Plan is designed to be a “living” <br />document and therefore will be reviewed and updated within five (5) years from its approval date. The <br />Kittitas County Hazard Mitigation Steering Committee will provide leadership and guidance throughout <br />the Plan’s life cycle (i.e., monitoring, evaluating, and updating). Updates will allow municipal leaders and <br />the public to provide input into the process. The public will be notified of this opportunity via legal public <br />notices. <br /> <br />The Plan maintenance process includes a schedule for annual monitoring and evaluation of the <br />programmatic outcomes established in the Plan and for producing a formal Plan revision every five (5) <br />years. <br />6.1. PLAN UPDATE <br />The Plan may be reviewed on an annual basis by Kittitas County Public Works, and reviewed and revised <br />every five (5) years by the Kittitas County Hazard Mitigation Steering Committee to determine the <br />effectiveness of programs and to reflect changes that may affect mitigation priorities. The Kittitas County <br />Water Resource Program Manager, or designee from Kittitas County Public Works, will be responsible <br />for contacting the Steering Committee members and organizing the review. Members of the Steering <br />Committee will be responsible for monitoring and evaluating the progress of the mitigation strategies in <br />the Plan. Additionally, the goals and actions will be reviewed by the Steering Committee to determine <br />their relevance to changing situations in the County as well as changes in Federal policy, and to ensure <br />they are addressing current and expected conditions. Furthermore, the Steering Committee will also <br />review the hazard risk assessment portion of the Plan to determine if this information should be updated <br />or modified, given any new available data. The organizations responsible for the various action items will <br />report on the status of the projects, the success of various implementation processes, difficulties <br />encountered, success of coordination efforts, and which strategies should be revised or removed. <br /> <br />The Kittitas County Water Resource Program Manager, or designee from Kittitas County Public Works, <br />will be responsible for ensuring Plan updates and will notify all stakeholders and plan participants when <br />changes have been made. Every five (5) years, the Plan will be updated and submitted to the Washington <br />State Emergency Management Division and to FEMA Region 10 for review and approval. <br />6.1.1. Monitoring, Evaluation <br />To ensure the Kittitas County Hazard Mitigation Plan continues to provide an appropriate path for risk <br />reduction throughout the County, it is necessary to regularly evaluate and update it. Kittitas County Public <br />Works will be responsible for monitoring the status of the Plan and gathering mitigation action status <br />reports from the appropriate parties. The Steering Committee will convene on an annual basis to <br />determine the progress of the identified mitigation actions and will also be an active participant in the next <br />Plan update. As this Plan matures, new stakeholders and/or plan participants will be identified and <br />encouraged to join the existing Hazard Mitigation Steering Committee, especially those stakeholders and <br />organizations that represent underserved population and groups within the County. <br /> <br />Kittitas County Public Works is responsible for contacting Steering Committee members and organizing <br />the annual meeting. During each annual meeting, the Steering Committee will be responsible for a brief <br />evaluation of the 2025 Hazard Mitigation Plan and to review the progress on mitigation actions. Each <br />annual meeting must be documented, including the plan evaluation and review of mitigation actions.
