2025 Hazard Mitigation Plan
Kittitas County, Washington

Chapter 5: Mitigation Strategy 224
the proposed actions and initiatives will be implemented and administered by Kittitas County and each
plan participant over the next five (5) years. The parameters (i.e., estimated cost, benefits, duration, and
prioritization) that will be used for the prioritization and benefit cost analysis of each mitigation action are
outlined in this section.
5.3.1.1. Mitigation Action Benefit Cost Review
While the preference is to provide definitive costs (i.e., dollar figures) for each mitigation action, this is
not realistic for every mitigation action without project scoping or engineering studies. Therefore, a review
of the apparent benefits versus the apparent cost of each project was performed. Parameters were
established for assigning subjective ratings (i.e., high, medium, and low) to the costs and benefits of
these projects. The estimated cost and benefits parameters are defined in Table 5-4 and Table 5-5,
respectively.
Table 5-4. Mitigation Action Estimated Cost Parameters
Rating Parameter
High Existing funding will not cover the cost of the project; implementation would require new revenue
through an alternative source (e.g., bonds, grants, and fee increases).
Medium
The project could be implemented with existing funding but would require a re-apportionment of
the budget or a budget amendment, or the cost of the project would have to be spread over
multiple years.
Low The project could be funded under the existing budget. The project is part of or can be part of an
ongoing existing program.
Table 5-5. Mitigation Action Benefits Parameters
Rating Parameter
High Project will provide an immediate reduction of risk exposure for life and property.
Medium Project will have a long-term impact on the reduction of risk exposure for life and property, or
project will provide an immediate reduction in the risk exposure for property.
Low Long-term benefits of the project are difficult to quantify in the short term.
5.3.1.2. Mitigation Action Project Duration
While the preference is to provide definitive project completion dates, this is not realistic for all mitigation
actions. Therefore, the parameters for the project duration (i.e., estimated completion date) are listed in
Table 5-6.
Table 5-6. Mitigation Action Project Duration Parameters
Rating Parameter
Short Term To be completed in one (1) to five (5) years.
Long Term To be completed in more than five (5) years.
Ongoing Currently being funded and implemented under existing programs, and/or is seeking funding and
necessary approvals.
5.3.1.3. Mitigation Action Prioritization
The mitigation actions must be prioritized according to the benefit cost analysis of the proposed projects
and their associated costs (44 CFR, Section 201.6(c)(3)(iii)). The benefits of proposed actions were
weighed against multiple factors as part of the project prioritization process. The benefit cost analysis
was not of the detailed variety required by FEMA for project grant eligibility under the Hazard Mitigation
