Project Narrative: Roslyn Ridge West Planned Unit Development <br />4-18-2025 1351 Revised 7-1-2025 1634 <br /> <br />be submitted that includes the rest of the phases of the PUD. <br />3. Infrastructure and Utilities <br />● Access: Vehicular access is provided from SR 903 via existing connections at Double O <br />Road, Ridgecrest Road, and Paintbrush Lane. Internal circulation relies on the existing <br />Double O Road and Bitterroot Drive. Bitterroot Drive, constructed in 2024, will be extended <br />to serve additional lots, meeting Kittitas County private road standards within a 50-foot <br />easement. A new road, currently designated "Road X," will be constructed to serve the <br />Phase 3 area, meeting the road standards as shown on Exhibit J. Roads will generally be <br />gravel surfaced. Off-street parking (minimum 16'x20' surfaced area) is required for each <br />residence. <br />● Water & Sewer: Domestic water and fire flow are provided by the existing Evergreen <br />Valley Water Systems Inc., a Group A system. Sewage disposal is managed by the <br />Evergreen Valley Sewer System, Inc., utilizing individual septic tanks and pump chambers <br />connected to the main system and a Large On-Site Sewer System (LOSS). <br />● Other Utilities: Puget Sound Energy provides electricity. Extensions for power, water, <br />sewer, and data/phone lines for Phases 2 and 3 are shown on Exhibit I. Utility lines will be <br />placed within road easements or dedicated utility easements. <br />● Stormwater: Drainage will be managed primarily through existing and improved roadside <br />ditches along Double O Road and Bitterroot Drive, utilizing gravel road surfaces and grass- <br />lined ditches for absorption. A stormwater pond may be constructed south of the PUD if <br />needed. <br />4. Open Space and Recreation <br />● Designated Open Space: Approximately 96.91 acres (over half the site) are designated as <br />open space and recreational areas. This includes the northern 21 parcels and parcel 171934, <br />which will be formally recognized as Native Growth and Recreation Use Protection Areas <br />to protect critical habitats while allowing recreational use. <br />● Recreation Plan: A Recreation Management Plan will be developed in order to manage <br />existing and potentially expanded trails (both motorized and non-motorized) within the open <br />space areas. The plan emphasizes community access to on-site amenities and integration <br />with the region's extensive recreational resources. <br />● Amenities: Residents have access to the existing Roslyn Ridge Activity Center, which <br />includes a seasonal pool, hot tub, splash pad, basketball, tennis, and volleyball courts, a <br />year-round fitness center, and communal picnic/BBQ areas. The development's location <br />provides easy access to regional trails for hiking, biking, ORV/snowmobile use, and Lake <br />Cle Elum for water activities.
