Travel demand modeling including specific knowledge of the County's existing <br />transportation model recently used in creating the County's current twenty-year <br />transportation plan. <br />C. Highway safety plan development. <br />D. Traffic report analysis and creation. <br />E. Traffic calming devices and device deployment strategies. <br />7. Material Testing Services <br />The consultant must be able to provide technical support and professional staff for on -call <br />consulting to Kittitas County. These services may include but are not limited to index <br />testing, consolidation tests, soil strength tests, compaction tests, chemical analysis for <br />multiple contaminants, and R-value or CBR tests. <br />The consultant must demonstrate competence and qualifications related to the services <br />performed including: <br />A. The consultant must have extensive experience with the Federal Highway <br />Administration, the Washington State Department of Transportation, ASTM and <br />AASHTO publications, standards, and testing requirements. <br />B. Extensive experience in all aspects of soil and material testing, with the ability to <br />deploy mobile laboratories. <br />C. Ability to maintain independent, non -biased soil and material testing services and <br />provide documentation in accordance with State and Federal requirements. <br />D. Ability to respond to unexpected as well as regularly scheduled requests for <br />services with minimal delay. <br />E. Ability to work collaboratively in a regulatory environment with other agencies, <br />interest groups, and permit applicants. <br />F. Demonstrate ability to work with regulatory agencies regarding contaminate <br />compliance. <br />8. Archaeological Evaluations <br />Consultants will be expected to provide the full range of services to assist the County in <br />meeting National Historic Preservation Act, Washington State Executive Order 21-02, <br />and any additional obligations required by the Department of Archaeology and Historic <br />Preservation and affected tribes. The Cultural Resources Consultant will be used to <br />provide all services relating to cultural resources management as requested by the <br />County, including: archaeological and historic resources research and reconnaissance; <br />site testing; resource recovery; construction monitoring; data recovery; geomorphological <br />assessment; artifact cataloging; cultural resource compliance training, report preparation; <br />mitigation, and monitoring. The consultant will have complete responsibility for the <br />employment and supervision of all personnel used in completing the assigned work. <br />Page 6 of 9 <br />
