In 2021,the Washington State Legislature passed House Bill 1152,which updated RCW <br /> 70.05.030 to include composition requirements of local boards of health to specifically include <br /> persons who are not elected officials. These members must include representation from health <br /> care providers or public health workers,people how have experienced inequity in healthcare,and <br /> general community stakeholders. To come into compliance with the new legislation,the BOH <br /> added a new non-elected member and aligned the existing non-elected positions with the <br /> representation requirements. This brought the total membership to three County Commissioners <br /> and three non-elected official(frequently referred to as community)members. <br /> DISCUSSION: <br /> The current Board composition requirements serves to accomplish the same goals and objectives <br /> that led to the initial creation of BOHAC. Staff request that the BOH consider the role and utility <br /> of BOHAC as it currently operates. Staff propose one of two options to move forward: <br /> 1. Dissolve BOHAC as a county advisory committee. Dissolution would allow BOHAC to <br /> operate as an independent nonprofit entity,no longer subject to requirements of <br /> government operations such as open public meetings and records retention. However, <br /> BOHAC would no longer receive administrative support from county staff. BOHAC <br /> could continue to operate the Public Health Champion Award and take on other activities <br /> as desired. BOH/KCPHD would move into a community partnership relationship with <br /> BOHAC. <br /> If this action is selected, staff have prepared a resolution for approval under a subsequent <br /> agenda item. <br /> 2. BOHAC remains a county advisory committee. If selected, staff recommend that BOH <br /> provide direction regarding expectations for activities,engagement, and staff facilitation, <br /> with the goal of better utilizing the expertise of BOHAC members.
