KITTITAS COUNTY
BOARD OF COUNTY COMMISSIONERS
STAFF REPORT FOR
BOARD OF HEALTH
Public Health Office
BOARD OF HEALTH DATE: 6/16/25
TOPIC: Board of Health Advisory Committee Discussion/Decision
ACTION REQUESTED: Direct Staff
LEAD STAFF:
Chelsey Loeffers, Director
RECOMMENDATION:
Direct staff as to whether the BOH would like to continue the Board of Health Advisory
Committee (BOHAC) as a county advisory committee,or dissolve and allow BOHAC to function
as nonprofit organization unaffiliated with Kittitas County government.
BRIEFING SUMMARY:
• BOHAC was created to increase community input into the activities and decisions of the
BOH. With the addition of non-elected official position to the BOH in 1995 and 2021,
the role of BOHAC has become less active and as it currently stands is not frequently
used as a resource for or by the BOH.
• BOHAC's current primary activity is to select and award the annual Public Health
Champion Award. BOHAC also assists with BOH member appointments by interviewing
and recommending members to the BOH.
• After discussion at the March 26,2025 Public Health Study Session, the Board of County
Commissioners(BOCC) found that it is no longer necessary to have a separate advisory
board and requested that this topic be brought to the Board of Health for
discussion/decision.
BACKGROUND:
BOHAC was established in 1993 through Resolution No. 93-6. At this time, the Kittitas County
Board of Health comprised only Board of County Commissioners. The BOH desired to increase
public participation in board activities, including identification of need, development of policies,
and assistance in meeting health needs of the community.
In 1995,BOHAC established itself as a 501(c)3 nonprofit entity in Washington state,UBI
Number 601 676 517.As a nonprofit,BOHAC can accept,manage,and distribute funds outside
of Kittitas County financial processes and requirements.
In 1997,at the recommendation of BOHAC,the BOH expanded its composition by adding two
new members through Resolution No. 97-03. The new member positions were to include health
care professionals and residents of Kittitas County with knowledge and interest beneficial to the
operation of the BOH.
Public Health Office"Study Session Staff Report", 12/23/2024
8
