f!*D^urn", <br />r frATIAGEIIENTY/KtrnrascouvrY <br />KITTITAS COUNTY CEMP <br />in accordance with their incident management responsibilities, and that the required <br />level of training is consistent with the organization's plan and policies. <br />Each department and agency within the CEMP are responsible for maintaining their own <br />individual training records. <br />Nationally standardized criteria and minimum qualifications for positions provide a <br />consistent baseline for qualifying and credentialing the incident workforce. Along with the <br />job title and position qualifications, the position task book (PTB) is a basic tool that <br />underpins the NIMS performance-based qualification process. PTBs describe the <br />minimum competencies, behaviors, and tasks necessary to be qualified for a position. <br />PTBs provide the basis for qualification, certification, and credentialing process that is <br />standard nationwide. Kittitas County adheres to NIMS qualification standards to ensure <br />EOC and IMT team members are prepared for the duties of the positions they train for. <br />A2. Exercise Program <br />lf no disaster has impacted the jurisdiction in a year's time, the following guidelines are <br />used to conduct an annual exercise to test the plan and the core capabilities of the <br />county, its contract cities, and other public safety partners, agencies and organizations <br />throughout the county. Annual exercises are used to improve the operational <br />coordination, operational communications, and the emergency preparedness of <br />response agencies and the community. The exercises may be discussion-based <br />(seminars, workshops, tabletops and games) or operation-based (drills, functional, and <br />full-scale) to test the full spectrum of preparedness. <br />Applying the following principles to both the management of an exercise program and <br />the execution of individual exercises is critical to the effective examination of capabilities <br />Guided by Elected and Appointed Officials - provide the overarching guidance and <br />direction for the exercise and evaluation program as well as specific intent for individual <br />exercises. <br />Capahility-based, Objective Driven - through HSEEfl organizations can use <br />exercises to examine current and required core capability levels and identify gaps; <br />exercises focus on assessing performance against capability-based objectives. <br />Progressive Planning Approacfi - a progressive approach includes the use of various <br />exercises aligned to a common set of exercise program priorities and objectives with an <br />increasing level of complexity over time. <br />Whole Community Integration - encourage exercise planners to engage the whole <br />community throughout exercise program management, design and development, <br />conduct, evaluation, and improvement planning. <br />Informed by Risk- identifying and assessing risks and associated impacts helps <br />organizations identify priorities, objectives, and core capabilities to be evaluated through <br />exercises. <br />November 2024 | BASIC PLAN Page 60 of 63
