The normal review period will be every five years. lt is the intent to conduct a <br />formal review of 25 percent of the plan each year and publish the appropriate changes <br />annually. lt is also the intent to review and update supporting documents and <br />attachments to the Plan if they contain personnel phone numbers and other like <br />information, on an annual basis. lt is the responsibility of the EM Coordinator or <br />Specialist to schedule and coordinate the reviews and to publish any changes that may <br />be necessary. The Plan and procedures will also be reviewed after any Emergency <br />Management exercises and actual occurrences that implement portions of the plan. <br />Changes resulting from exercise or actual incident or event After-Action Report (AAR) <br />and lmprovement Plan (lP) process, or a revision to a Kittitas County ordinance or <br />Washington State law should be accomplished at the earliest opportunity. <br />Proposed changes to this plan will be accepted at any time, especially after a major <br />emergency, disaster, exercise or anytime a key element change. Local agency and <br />organization actions support the overall emergency management function in the county. <br />The operating procedures of those agencies and organizations, when coordinated and <br />integrated into the CEMP form the backbone of the operational concept of the <br />Emergency Management Organization. <br />As revisions, updates, and changes are adopted, Kittitas County Emergency <br />Management will make the necessary,changes in the plan. Changes may be <br />administrative (small edits that do not have an impact on the Emergency Management <br />Program processes and/or roles and responsibilities) or substantive (larger modifications <br />to processes and/or roles and responsibilities in nature.) <br />Administrative changes do not require signature and promulgation from the County <br />Commissioners but may be approved by the Emergency Manager. All substantive <br />changes within the five-year review period will require the Commissioners signature and <br />promulgation and will be briefed to the elected officials, department, agencies, and <br />organizations impacted by the revision. <br />Plan changes will be published either using an entire new publication, by subsection, or <br />by publishing only those pages that have changes. The changes are to be recorded on <br />the record of changes form. Emergency Management will maintain the record of <br />changes to the plan. <br />Changes to the department/agency annexes and supporting appendixes will be <br />coordinated with the agencies and organizations impacted by the particular annex or <br />supporting appendix. <br />The CEMP and accompanying annexes and appendixes will be made publicly available <br />via the Kittitas County Emergency Management website at: <br />httos: //www. co. kittitas. wa. <br />November 2024 1 BASIC PLAN <br />r r s/s h eriff/em ero e n cv. as ox <br />Page 57 of 63
