FederaI Assistance Programs
Public Assistance (PA) Program
FEMA's Public Assistance (PA) grant program provides federal assistance to
government organizations and certain private nonprofit (PNP) organizations following a
Presidential disaster declaration. PA provides grants to state, tribal, territorial, and local
governments, and certain types of PNP organizations so that communities can quickly
respond to and recover from major disasters or emergencies. Through the program,
FEMA provides supplemental federal disaster grant assistance for debris removal, life-
saving emergency protective measures, and the repair, replacement, or restoration of
disaster-damaged publicly owned facilities, and the facilities of certain PNP
organizations. The PA program also encourages protection of these damaged facilities
from future events by providing assistance for hazard mitigation measures during the
recovery process. The federal share of assistance is not less than 75 percent of the
eligible cost. The Recipient (usually the state) determines how the non-federal share (up
to 25 percent) is split with the subrecipients (eligible applicants).
lndividual Assistance (lA) Program
FEMA aids individuals and households through the lndividualAssistance Program, which
includes all the following:
o Mass Care and Emergency Assistance (MC/EA); and
. Crisis Counseling Assistance and Training Program (CCP); and
o Disaster UnemploymentAssistance (DUA); and
r Disaster Legal Services (DLS); and
r Disaster Case Management (DCM); and
. lndividuals and Households Program (lHP); and
. IHP is comprised of two categories of assistance: Housing Assistance (HA) and
Other Needs Assistance (ONA)
Fire Management Assistance Grant (FMAG) Program for Public Agencies
The annualwildfire season in Kittitas County and the resulting fire response efforts of
public safety agencies to control and minimize fire damage and impacts to the people,
property, and economy have made the FMAG program an important program for cost
recovery in recent years.
November 2024 | BASIC PLAN Page 50 of 63
