Retention <br />Records will be kept in such a manner to separately identify incident related expenditures and <br />obligations from general programs and activities of localjurisdictions or organizations. <br />Complete and accurate records are necessary to document requests for assistance, for <br />reimbursement under approved applications pertaining to declared emergencies or major <br />disasters, and for audit reports. <br />County agencies and localjurisdictions or organizations with emergency management <br />responsibilities will establish, maintain, and protect vital records under a record retention <br />program as defined in RCW 40.10.010. Department heads are responsible for ensuring the <br />preservation of vital records. Methods to preserve vital records include, but are not limited to: <br />1. Computer backups- kept off-site. <br />2. File cabinets. <br />C. Preservation <br />Local government offices may coordinate the protection of their essential records with the state <br />archivist as necessary to provide continuity of government under emergency conditions <br />pursuant to RCW 40.10.010. <br />IX. FINANCE <br />Localjurisdictions requesting assistance should assume the resources requested will need to be <br />paid out of localfunding. Localjurisdictions may incur disaster-related obligations and <br />expenditures in accordance with the provisions of RCW 38.52.070(2), applicable state statutes and <br />local codes, charters, and ordinances, which may include but are not limited to the following: <br />Emergency expenditures for cities with populations less than 300,000. RCW 35.33.081 <br />Emergency expenditures for towns and cities with an ordinance providing for a biennial <br />budget. RCW 35.33.081. <br />Emergency expenditures for code cities. RCW 354.33.080 and RCW 354.34.140. <br />Emergency expenditures for counties. RCW 36'40.180. <br />The Federal Emergency ManagementAgency (FEMA) requires that state and local governments <br />receiving federal financial assistance under the Stafford Act comply with FEMAs rules prohibiting <br />discrimination, as provided in 44 Code of Federal Regulation (CFR) S 206.11. As a result of this <br />federal requirement, state and local governments seeking to receive federal disaster assistance will <br />follow a program of non-discrimination and incorporate FEMAs Whole Community approach <br />(discussed in the Concept of Operations section). This requirement encompasses all state and <br />local jurisdiction actions to the Federal/State Agreement. <br />November 2024 1 BASIC PLAN Page 47 of 63
