Documentation <br />Reports are required from county agencies and localjurisdictions or organizations to provide the <br />legislative authorities, the sheriff or director of emergency management, and other officials with <br />information about the nature, magnitude, and impact of an emergency or disaster. The reports <br />are also used to evaluate and provide the most efficient and appropriate response assets and <br />services. Required reports include, but are not limited to: <br />1. Situation reports (SITREP) <br />2. lncidentAction Plans (l.A.P.) <br />3. Requests for assistance. <br />4. Damage assessment reports. <br />Reports go to the county's Emergency Operations Center (EOC) or other locations determined <br />by Kittitas County Emergency Management. lt is the responsibility of the emergency <br />management coordinator to administer and disseminate this information appropriately. <br />Records are necessary: <br />To document requests for assistance. <br />For reimbursement under approved applications pertaining to declared emergencies or <br />major disasters. <br />For audit reports. Records need to include: <br />o Work that is performed by force account. (LocalAgency) <br />Appropriate extracts from payrolls, with any cross-reference needed to locate original <br />documents. <br />A schedule of equipment used on the job. <br />lnvoices, warrants, and checks issued and paid for materials and supplies used on the <br />job. <br />There are two types of contract work: <br />o Time and material contracts. This type needs a schedule of equipment, labor rates, <br />and material prices. <br />o Smallworks or advertised contracts. This type requires plan specification, engineer <br />estimate, bid tabulations, possibly proof of advertisement, concurrence from FEMA in <br />award, certified payrolls, and ledger of payments to contractors. <br />a <br />a <br />a <br />a <br />a <br />a <br />November 2024 1 BASIC PLAN Page 46 of 63
