DISCUSSION: <br /> An assessment of the current sanitary sewer plant is needed to evaluate for future growth. <br /> This assessment is anticipated to be developed by outside consultants with Kittitas <br /> County Public Works oversight. Consulting would be initiated through a Request for <br /> Proposals (RFP). An assessment by the consultant will inventory the existing wastewater <br /> treatment facility through review of existing documents, plans and reports. Coordination <br /> with the District for facility records and flow records would also be needed. An analysis <br /> of the system capacity is to be developed and the hydraulic and organics loading analysis <br /> completed to support findings. A schematic of the system is to be included. The final <br /> document anticipated for this phase is a report identifying findings and recommendations <br /> for further data collection needs or actions. At this phase an analysis of the collection <br /> system is not anticipated. <br /> Public Works (PW) has technical expertise and staff to manage the project in support of <br /> Water District 6. PW would manage the RFP with District input during scoring. The <br /> District is also expected to participate in the discovery phase by making plans and <br /> documents available for review by PW and the selected consultant. Through this process <br /> it is expected to scope the current condition of the wastewater treatment plant and assess <br /> the readiness for future growth. <br /> The Conference of Governments considered this project and associated request for fund <br /> utilizing the 2025 Distressed County Sales and Use Tax (0.09 funds) for this feasibility <br /> project. Support from COG was provided at their May 21, 2025 regular meeting. <br /> FISCAL IMPACT: <br /> Up to $50,000 from the 2025 Public Facility Fund 108 (Distressed County Sales and Use <br /> Tax). <br /> ATTACHMENTS: <br /> None <br />
