5.20.005 Legislative intent"
<br />The Board of Cournty Commissioners declares it to be the purblic interest, and for the protection of
<br />the health, welfare and property of the residents of the county of Kittitas to provide forthe orderly
<br />and lawful conduct of any assembly of persons for the primary purpose of entertainment'
<br />amLrsement, or sporting events or shorrys to be held l,irithin Kittitas County by assuring that the
<br />proper sanitary, health, fire, safety and police measures are prorrided and maintained (Ord 2009-22'
<br />2009)
<br />5.20.010 Basic clause.
<br />It is unlawful for any person, corporation, organizaLion, landowner, or lessor to allow, encourage,
<br />organize, promote, conduct, permit or cause to be advertised an entertainment' amusement'
<br />sporting event, or show or assembly of persons wherein the prrmary purpose will be entertainment'
<br />amusement, sporting errent, or show, which the person, corporation, organization, landowner' or
<br />lessor- belier;es cr has reason to believe will attract one hundred (100) or more persons, and where a
<br />charge or contribution is required for admission or access, unless a valrd county permit has been
<br />obtained for the operation of said public amusement, entertainment or assembly One such permit
<br />shall be required for each publrc entertainment or other amusement events An admissions tax shall
<br />be levred or imposed on said event in accordance wrth KCC chapter 3.22.Criminal or cirril liabilrty for
<br />failure to cornply virith the proirisions of this chapter shall rest in all persons, corporatlons,

<br />5.20.01 5 Exeeptioe'rs.
<br />The requirement of t -l -.-=.'.= to obtain a permit shall noi apply to
<br />1 Ccnditronal Use Permii Exception
<br />Events ihat occur on a parcel or parcels with a valid Conditicnai Use Permit that
<br />specifically contempiates ancl authorizes such gathering
<br />Z. The Kiitrtas Cor-tnty Fair, events conclucted on the Krtirtas County Fairgrourrcls, or Events
<br />conclucted by Krttiias County oi' its subdivisions
<br />3 Events held in connection wrth and r,rpon the same loi as a bullciing that has been
<br />permitted, includrnq a passing final inspection, for occupancy of at ieast as many
<br />indirridr-rals as are reasonably antrcipated at the errent, inclusiv'e of any rlersons that will
<br />be at the builcling or on ihe lot eiren if not in connection i,vith the errent Provioed that
<br />such buildrng has received a passing frre and life safety inspection frorn the Kittttas
<br />County Fire Marshali s Office within the last year

<br />5.2A"A2O Ferrnit application - Approval - Denia8'
<br />Wrjtten applicatron for errent permits shall be made to the Board of County Coinmissioners and the
<br />application must be submitted 6o or more days prior to the ciay urpon which such eirent is to be or
<br />may be held. When available, the application shourld include a completed Event Applrcation Formr
<br />Approval or denia! cf permits as providecl for in this chapter shall be macie within 45 days after
<br />application The board of cournty commissioners may wairre or shorten any deadlrnes set out in this
<br />chapter upon the request of the applicant. Denial of the permit or wairrer or shortening of deadlines
<br />by the Board of County Commissioners shall be in writing with reasons for the satne stated therein'
