Obtain a proclamation of an emergency from the local legislative authority if certain <br />emergency powers are needed. Then suspend normal nonessential activities and divert <br />local resources to augment the disaster response and recovery. <br /> <br />8. Request support from the State Emergency Operation Center (SEOC) if local disaster <br />conditions appear likely to exceed local capabilities and the local legislative authority has <br />proclaimed an emergency. The SEOC will evaluate the local resource commitment and <br />authorize state resources if they are needed and available. <br /> <br />9. If a disaster exceeds the capabilities of the state, federal disaster assistance may be <br />requested by the governor. A disaster declaration by the President will be needed to release <br />certain federal aid. <br /> <br />10. Establish local policies and control mechanisms to restore equilibrium, minimize economic <br />dislocation, stabilize prices, preserve existing institutions and organizations, and reestablish <br />community services. <br /> <br />11. Mobilize available local, state, and federal resources to help fully restore the community to <br />its pre-disaster condition as possible. <br /> <br />F. Request for a Proclamation of Emergency <br />When an emergency or disaster is beyond the normal capabilities of local government, a local <br />proclamation of emergency is made by the legislative head of the involved governments in <br />accordance with RCW 36.40.180 for counties and RCW 35.33.081 for cities. This proclamation <br />is usually prepared by Kittitas County Emergency Management and is approved and signed by <br />the Board of County Commissioners for county and/or Mayors/City Councils for cities as an <br />ordinance or resolution. This proclamation is a prerequisite for state and federal assistance. <br />Proclamation of Emergency: Activation of the appropriate parts of this plan, and certain <br />emergency powers, by proclamation of emergencies. A proclamation of emergency must be <br />made by the local legislative authority to request state or federal assistance. <br />III. DIRECTION, CONTROL, AND COORDINATION <br />A. Multi-Jurisdictional Coordination <br />The Incident Command System (ICS) is the basis for all direction, control and coordination of <br />emergency response and recovery efforts conducted under this plan. ICS will be used to <br />provide a common organizational structure and framework for multiagency/multi-jurisdiction <br />operations and coordinating emergency management related actions, resources, and activities <br />with other federal, state, county, regional, private-sector, and nongovernmental organizations. <br />B. Horizontal Integration <br />Kittitas County Code
