NIMS Components to Achieve Priorities <br />Incident management priorities include saving lives, stabilizing the incident, and protecting <br />property and the environment. To achieve these priorities, incident personnel apply and <br />implement NIMS components in accordance with the principles of flexibility, standardization, and <br />unity of effort. <br /> <br />Flexibility – allows NIMS to be scalable and, therefore, applicable for incidents that vary widely <br />in terms of hazard, geography, demographics, climate, cultural, and organizational authorities. <br /> <br />Standardization – defines standard organizational structures that improve integration and <br />connectivity among jurisdictions and organizations, defines standard practices that allow <br />incident personnel to work together effectively and foster cohesion among the various <br />organizations involved, and includes common terminology to enable effective communication. <br /> <br />Unity of Effort – coordinating activities among various organizations to achieve common <br />objectives. Unity of effort enables organizations with specific jurisdictional responsibilities to <br />support each other while maintaining their own operations. <br /> <br />D3. Desired End-State/ Outcome <br />Designated leadership will establish incident objectives and determine when the desired end <br />state has been reached. The desired end state will be when the objectives have all been met or <br />they change in such a way that they are not determined by leadership to be an emergency or <br />disaster function. <br />E. Emergency Management Concepts <br />1. Determine the scope of the situation; mobilize and commit the initial emergency response <br />resources based on the nature of the emergency. <br /> <br />2. Establish an incident command and assume coordination of local resources. Take action to <br />protect lives, property, and the environment. <br /> <br />3. Activate the appropriate segments of the emergency management organization. <br /> <br />4. Activate and staff the emergency operations center (EOC), expanded dispatch, or mobile <br />EOC as appropriate. <br /> <br />5. Establish a liaison with adjacent jurisdictions, if appropriate. <br /> <br />6. Call for mutual aid resources, if needed.
