Purpose <br />This Comprehensive Emergency Management Plan (CEMP) identifies the emergency <br />management functions and responsibilities of Kittitas County government, and the associated <br />agencies and organizations that work together in all phases of emergency management. A <br />structure is formed within which emergency planning, preparedness, response and recovery <br />takes place. There are four main sections that compose the plan: the Base Plan, Appendixes, <br />the Emergency Support Functions (ESFs), and the Support Annexes. <br /> <br />This Comprehensive Emergency Management Plan for Kittitas County emulates the National <br />Response Framework and the Washington State Comprehensive Emergency Management Plan <br />and establishes a structure for an organized and effective response to major emergencies and <br />disasters that occur within the County. The plan defines common assumptions and policies, <br />establishes a shared concept of operations, and pre-assigns functional responsibilities to <br />appropriate disciplines, private and nonprofit organizations and government agencies. Through <br />the implementation of this plan, the resources and capabilities of the public, private, and <br />nonprofit sectors can be more efficiently utilized to minimize the loss of life and property and to <br />protect the environmental and economic health of the County. <br /> <br /> Consistent with the model provided in the National Response Framework (NRF) and NIMS, the <br />Kittitas County Emergency Management Plan can be partially or fully implemented in the <br />context of a threat, or anticipation of, or response to a significant incident or event. Selective <br />implementation through the activation of one or more of the Emergency Support Functions <br />(ESFs) or Annexes allows maximum flexibility in responding to and recovering from an incident, <br />meeting the unique operational and information-sharing requirements of the situation a hand, <br />and enabling effective interaction between various county and non-county entities. This plan will <br />facilitate restoration of basic county and city government operations and services following <br />emergencies or disasters. <br /> <br />The base plan delineates the application of emergency operations as applied to incidents in <br />Kittitas County, including the general role the County plays in relation to incidents. Included is a <br />synopsis of the hazards faced by citizens in the County; a discussion of the needs and <br />capabilities in handling those hazards; and an overview of the county’s emergency management <br />structure. At the end of the base plan are five appendices: Definitions, a list of acronyms, <br />References & Authorities, Training, Exercises and Drills, and a Distribution List. <br /> <br />The second section is comprised of ESFs. These break down eighteen individual areas of <br />specific responsibility. For each one, they identify one primary agencies and secondary <br />agencies that act in a supporting role. They then describe the policies, procedures, roles, and <br />responsibilities for operations within that ESF. <br /> <br />Third and final section is the Support Annexes. The three support annexes cover individual <br />areas that are needed to assist any department or agency with their operations during an
