Washington State Emergency 3/19/2025 <br />Management Division Page 3 <br /> <br />TIER II – State Suggestions <br />CEMP Location Recommendation to Meet Legal Obligations Reference <br />describe the relationships between these <br />mission areas/planning efforts/etc. The State <br />CEMP is currently moving in this direction <br />with its own Plan which is the reasoning <br />behind offering this recommendation and the <br />previous one as a suggestion for future <br />updates to your CEMP. <br />Basic Plan – Direction <br />Control & <br />Coordination – <br />Staging Areas <br />When discussing multi-jurisdictional <br />coordination, there is an opportunity to <br />discuss how your jurisdiction would <br />coordinate to establish logistical staging <br />areas and community points of Distribution <br />(CPODs). <br />National Response <br />Framework, <br />National Disaster <br />Recovery <br />Framework, WA <br />CEMP, CPG 101 <br />Basic Plan – <br />COOP/COG <br />Consider adding a section to the Basic Pian to <br />address Continuity of Operations and <br />Continuity of Government (COG). There are <br />multiple elements within the Tiered Checklist <br />to guide you on the information that is <br />recommended to add to the Basic Plan. Also, <br />consider reaching out to the Continuity <br />Planner at WA EMD for more information. <br />National Planning <br />Frameworks, <br />Continuity Guidance <br />Circular, CPG 101 <br />Basic Plan – <br />Responsibilities <br />There are many tasks and abilities that <br />Departments/Agencies (at all levels of <br />government), the private sector, community <br />organizations, and individuals should be <br />participating in and accomplishing based on <br />the guidance offered by the National <br />Planning Frameworks. The Responsibilities <br />section is an opportunity to not only address <br />what capabilities are, but what they should <br />be. This section should also be considered a <br />place to set expectations. For more <br />information on stakeholder responsibilities, <br />consult the CEMP Evaluation Checklist – Tier <br />II Suggestions tab. <br /> <br />Overall, this section was well-written, there <br />were just a few missing. <br />The National <br />Planning <br />Frameworks, WA <br />CEMP, CPG 101 <br />Basic Plan – Terms <br />and Definitions / <br />Abbreviations <br />Consider moving those terms and definitions <br />which only apply to a specific function to a <br />Support Annex.
