A more appropriate term that <br />fits your needs is Access and Functional <br />Needs, which includes the populations you <br />are intending to address. Consult the <br />National Preparedness Goal 3nd Edition, <br />Appendix A: Terms and Definition, Access and <br />Functional Needs. The first is Planning, the <br />second is Public Information & Warning, and <br />the third is Operation Coordination.
