County <br />Commissioner EDD members and ADO members hold critical roles in the timely <br />completion and success of the project. lt is assumed all entities and personnel <br />will engage accordingly. <br />3. Milestone Planning and Review Process: while payment for the project will occur on a <br />reimbursement basis, the overall project will be organized and managed within five <br />milestones, with a review process at the conclusion of each, and with a Go/No-Go <br />review by the county commissioners who are members of the Yakima / Kittitas Economic <br />Development District (EDD) at the conclusion of Milestone 3. <br />Milestones and key elements of each: <br />Milestone 1: Launch - includes kick-off meeting, initial timeline and actions <br />development, definition of partners and community participants, initial awareness <br />community messaging development, report-out and milestone review. <br />Milestone 2: Engage - includes development and review of messaging and <br />messaging tools by community / segment, message distribution and community <br />engagement, facility identification and reservation / logistics, agendas, <br />presentation and facilitation, information gathering, report-out and milestone <br />review. <br />Milestone 3: Gather lnformation, Evaluate, Refine - includes gathering, collating, <br />analyzing information, review of available community input across EDD <br />members, determination and remediation of gaps, report-out and milestone <br />review including a Go I No-Go / Revise decision by Yakima and Kittitas County <br />Commissioner members of the EDD as executive representation. <br />Milestone 4: Draft CEDS document and review - includes drafts of all four <br />required sections as outlined in Economic Development Administration CEDS <br />requirements: Community Economic Context, SWOT(s), Action Plan, Evaluation <br />Framework.
