Docusign Envelope lD: 223ECAE8-BCEA-4746-958D-2D7D9059292A <br />Attachment A - Statement of Work <br />Kittitas County is contracting with CentralWashington University (CWU) Business and <br />Community Services (BCS) for development of a Community Economic Development Strategy <br />(CEDS) in collaboration with Yakima County as the Yakima / Kittitas Economic Development <br />District (EDD). This statement of work is for development of the Kittitas portion of the CEDS. <br />CEDS Description: The US Dept. of Commerce / Economic Development Administration (EDA) <br />requires multi-county groups designated as Economic Development Districts to engage within <br />and across communities to construct a Community Economic Development Strategy every five <br />years as a pathway for communities in these areas to pursue EDA grants and resources. The <br />following link provides the core guidance for a completed document: <br />https ://www. eda.qov/resou rces/com preh ensive-econ om ic-developm ent-strateqy/ <br />Kittitas County desires to engage CWU BCS for this work as follows: <br />1. CWU activities: <br />a. Acting as subject-matter-expert, facilitating community engagement / information <br />capture, analysis / modeling of opportunities and resource gaps, and data <br />development as determined necessary by BCS subject-matter-expert, Dr. William <br />Provaznik. <br />b. Drafting and revision, as necessary, of the Kittitas portion of a CEDS, <br />engagement in review I finalizing of the document and engaging with EDA for <br />review <br />c. BCS team to provide data lreporting and economic modeling software and <br />systems to support articulation of projects and their potential in the CEDS <br />document <br />d. BCS team to provide project management leadership and communication, and <br />milestone planning leadership / management to drive accountability of all EDD <br />members in effective execution of the project. <br />2- Additional assumptions: <br />a. Associate Development Organizations (ADO) as defined by WA RCW <br />43.330.080 in Yakima and Kittitas are responsible for community communication <br />and logistics duties generally outlined in a mutually developed and revised <br />'CEDS Action Plan" with additional similar duties of similar scope to be <br />determined as project milestones develop. <br />b. Full engagement by Yakima / Kittitas EDD members as outlined in the CEDS <br />Action Plan and developed as a group through recurring EDA meetings and <br />communications. CWU BCS will maintain versions of the CEDS Action Plan <br />throughout the contract period and make this available as needed / upon request. <br />c. Project success depends in part on EDD members fulfilling agreed-upon <br />responsibilities and activities in a timely manner and will participate as <br />committed, as well as through the discovery process inherent in the planning and <br />execution of the project. EDD members are responsible for driving <br />communication and accountability within their respective organizations and are <br />accountable for results to the EDD team as a whole and for timely and accurate <br />Distressed County Sales ond Use Tax lnfrostructure lmprovement Program Funding OIr""TEAL ,
