share records as required as part of the 1115 initiative including electronic health
records. Working with the MA will be a jail deputy and other clerical staff, but
communication with in-house providers, community providers, and other entities will be
an important part of this position, and it will also require conversations with those
incarcerated at the Kittitas County Jail. For those incarcerated for longer than 90 days,
the MA will have to work with the insurance provider to make them aware of any
estimated date of release for a client or process to ensure that the transition to release
is prepared. All of this includes determining and working with those who receive
benefits of the Consolidated Appropriations Act of 2023 (CAA) as required by the 1115
guidelines. The MA will have opportunities to receive additional technical assistance
and training from both the Healthcare Authority and the Kittitas County Jail including
access to all supplemental training materials, FAQs, policies and procedures, and billing
guidelines.
Research and Evaluation
The Kittitas County Jail will evaluate the success of the MA, and their duties as required
as part of the 1115 reentry initiative by tracking data associated with these services.
This will include the number of inmates seen, the total number of inmates enrolled or
reenrolled in Apple Health Insurance, those who didn't qualify and why, those who are
considered CAA clients, and programs offered and participated in. The Kittitas County
Jail will work with the MA and gather and analyze this quarterly and annual reporting
data available, unless otherwise requested by the Kittitas County Jail. Any additional
specific metrics the Kittitas County Jail desires to be tracked may be requested as well.
The Kittitas County Jail is the owner of the research data, to the extent consistent with
and allowed by the funding and may make use of the de -identified data for the
education of the public and other entities.
At least quarterly a representative from CompassDirect Healthcare will be invited to
participate in a meeting and share any pertinent information regarding successes or
barriers to the programming, how the parties can improve on processes or
communication, and present information as requested. CompassDirect Healthcare may
also be requested to update the Kittitas County Jail administrators or staff more
frequently if so desired when both parties have available time.
Professional Services Agreement (rev. 0912412018)
