Additional revisions are proposed to clarify <br /> responsibilities around the development of the roadway. For example, the City of <br /> Ellensburg standard is for roads in developments to be public. The County requires a <br /> petition for the road to become public. The original license agreement did not <br /> contemplate the requirements for a public versus private roadway. In addition, there is a <br /> boundary parcel approximately 10 feet in width on the southern boundary of the airport <br /> property.
