KITTITAS COUNTY <br /> DEPARTMENT OF PUBLIC WORKS <br /> PUBLIC WORKS —BOARD OF COUNTY COMMISSIONERS <br /> STUDY SESSION STAFF REPORT <br /> STUDY SESSION DATE: April 28, 2025 <br /> TOPIC: Beech Road Extension Revocable License <br /> ACTION REQUESTED: Direct Staff <br /> LEAD STAFF: <br /> Joshua Fredrickson <br /> RECOMMENDATION: <br /> Direct staff to prepare enabling documents for a Revocable License for an extension of <br /> Beech Road. <br /> BRIEFING SUMMARY: <br /> • Resolution 2023-091 authorized a Revocable License at Bowers Field for the <br /> extension of Beech Road <br /> • The revocable license has a two-year term, expiring in June 2025 <br /> • Beech Road extension is to the proposed Pierce Plat development <br /> • Improvements include pavement, curb, gutter and sidewalk <br /> • An addendum is proposed to extend the term for one year as well as clarify the <br /> terms of the agreement. <br /> BACKGROUND: <br /> The Pierce Plat is a proposed residential development within the City of Ellensburg. To <br /> develop the plat as proposed, a second access is required by the City. In 2023 Mr. Pooya <br /> Roohani approached the Airport Director with a proposal to extend Beech Road to the <br /> Pierce Plat. Beech Road extension would cross Lot C-37 of the airport industrial land. <br /> Resolution 2023-091 authorized a Revocable License to Mr. Roohani for the extension of <br /> Beech Road. The Revocable License included a two-year term, expiring June 2025. <br /> DISCUSSION: <br /> A Revocable License was granted to Mr. Roohani to provide for the extension of Beech <br /> Road to the proposed Pierce Plat within the City of Ellensburg. The license was not a <br /> sale of lease of the land,but rather an authorization to utilize the land. This impacted the <br /> overall area of lot C-37 within the industrial land of the airport. The current lot size of C- <br /> 37 is 2.52 acres; a roadway will reduce this to approximately 1.78 acres. Costs for the <br /> improvements, including pavement, curb, gutter and sidewalk, are the responsibility of <br /> the developer. The roadway has not yet been constructed, and Mr. Roohani has asked for <br />
