BRIEFING SUMMARY: • Resolution 2023-091 authorized a Revocable License at Bowers Field for the extension of Beech Road • The revocable license has a two-year term, expiring in June 2025 • Beech Road extension is to the proposed Pierce Plat development • Improvements include pavement, curb, gutter and sidewalk • An addendum is proposed to extend the term for one year as well as clarify the terms of the agreement. BACKGROUND: The Pierce Plat is a proposed residential development within the City of Ellensburg. To develop the plat as proposed, a second access is required by the City. In 2023 Mr. Pooya Roohani approached the Airport Director with a proposal to extend Beech Road to the Pierce Plat. Beech Road extension would cross Lot C-37 of the airport industrial land. Resolution 2023-091 authorized a Revocable License to Mr. Roohani for the extension of Beech Road. The Revocable License included a two-year term, expiring June 2025. DISCUSSION: A Revocable License was granted to Mr. Roohani to provide for the extension of Beech Road to the proposed Pierce Plat within the City of Ellensburg. The license was not a sale of lease of the land,but rather an authorization to utilize the land. This impacted the overall area of lot C-37 within the industrial land of the airport. The current lot size of C- 37 is 2.52 acres; a roadway will reduce this to approximately 1.78 acres. Costs for the improvements, including pavement, curb, gutter and sidewalk, are the responsibility of the developer. The roadway has not yet been constructed, and Mr. Roohani has asked for
