KITTITAS COU NTY <br />CENTRAL SERVICES COM M ITTEE <br />BYLAWS <br />ARTICLE 1 : AUTHORIZATION <br />The Centrat Services Committee ('CSC") was established by the Kittitas County Board of County <br />Commissioners ("BoCC") by Resotution 2024-079. The Central Services Committee Charter, <br />adopted by the BoCC on O5lO7l2O24, establishes and outlines the purpose and duties of the CSC. <br />ARTICLE 2: PURPOSE <br />CSC's purpose is to facititate internat coordination among departments, thereby providing ctarity to <br />Etected Official.s in support of their resourcing decisions. CSC advances these principtes by <br />providing two primary functions: <br />1) Beportjng: a regutar, structured report of internat-services to the BoCC and Management <br />Team consisting of the primary activities of the CSC member-departments and of the CSC <br />committee. The report template is detaited in schedule 7 of these bylaws and is subject to <br />revision. <br />2) Eng3gement: an ongoing venue for discussion, assessment, and coordination of initiatives <br />that impact muttipte departments, or that require invotvement f rom muLtipte CentraI Services <br />member departments. CSC engagement may be initiated either by a Department Head or <br />Etected Officiat via CAMAS, or by any CSC member via discussion under the CSC agenda <br />item dedicated for this purpose. DetaiLed engagement criteria are provided in Schedule I of <br />these bytaws. <br />CSC is a votuntary and advisory review, assessment and coordination group. As such, CSC shatt not <br />timit the power of an independentty Etected Officiat from carrying out the duties of his office or <br />prevent him from directty approaching BoCC with a project or proposat. <br />BoCC may choose to prioritize or favor resourcing requests that have been reviewed by CSC over <br />those that have not. <br />ARTICLE 3: MEMBERSHIP <br />CSC membership is structured so as to enabte a comprehensive assessment of countywide impacts <br />of projects and initiatives having an internaI or "centrat" focus or scope.
