Monitoring Well S8 Plans and Specifications <br />Kitt'M1d8 C4Unry Sand wasid <br />I . Introduction <br />Kittitas County Solid Waste (OWNER) owns and operates the Ryegrass Limited Purpose Landfill (LPL) <br />and performs post -closure care of the Ryegrass Balefill Municipal Solid Waste (MSW) Landfill (Balefill <br />Landfill) located in Kittitas County, Washington. The Facility is addressed at 25900 Vantage Highway <br />in Ellensburg, Kittitas County, Washington. Sheet A-1 in Appendix A displays the approximate location <br />of the facility. A copy of the professional services agreement with the OWNER is attached in <br />Appendix B. <br />The County has retained Parametrix to oversee the drilling and construction of one upgradient <br />resource protection well (monitoring well), B8. The well will be drilled to approximately 200 feet (ft) <br />below ground surface (bgs). This work is required for compliance assessments of groundwater in <br />accordance with WAC 173-350-500 and WAG 173-351-400 under the regulatory supervision of the <br />Kittitas County Public Health (KCPH) and the Washington State Department of Ecology (Ecology). The <br />specifications outlined In this document detail the drilling and construction requirements for the <br />selected driIIIng contractor. <br />Parametrix submitted a work plan to Ecology in April 2024. A copy of the work plat} is attached in <br />Appendix C. The County received approval of the work plan from Ecology in October 2024. <br />1.1 Definitions <br />Where the term "Specifications" appears in the Contract Documents for this work order it shall mean <br />these Specifications. <br />Where the term "GEOLOGIST" appears In the Specifications it shall mean Parametrix, Inc. acting as <br />the duly authorized representative of the County in the administrative management and execution of <br />the project. <br />Where the term "OWNER," appears in the Specifications it shall mean Kittitas County, as <br />represented by its authorized officers, employees or agents. <br />Where the term "CONTRACTOR" appears in the Specifications it shall mean the licensed Drilling <br />contractor, as represented by its authorized officers, employees, or agents. <br />Where the term "Specifications" appears in the Contract Documents for this work order It shall mean <br />these Specifications. <br />1.2 Scope of Work <br />l .2.1 Project Descniption <br />The Work includes well drilling, construction, and development for one new monitoring well at the <br />Facility. Figure A-2 displays the location of the proposed well and existing monitoring wells and <br />boreholes. Table 1, below, summarizes the wells and borehole$ at the site including the wel I to be <br />constructed. Well logs are attached in Appendix D. <br />February 2025 1 553.1763-010 <br />
