Ryegrass Limited Purpose Landfill and Balefill Closed Landfill <br />Groundwater and Leachate Sampling and Analysis Plan <br />Kittitas County Solid Waste <br />The Balefill Landfill was originally permitted and operated under Chapter 173-304 WAC from 1980 <br />to 1997. The Balefill Landfill closed in 2005 under Chapter 173-351 WAC under the 1998 Agreed <br />Order (Ecology 1998, 2012). The Balefill Landfill accepted compressed baled MSW waste from the <br />Ellensburg Transfer Station and Baler Plant. Additionally, yard waste, construction debris, and <br />automotive tires were placed in the landfill. <br />1.4 History of Groundwater Monitoring <br />Groundwater monitoring at the Facility started in 1993. Three monitoring wells, B2, B3, and B4, were <br />installed south of the Balefill Landfill. A fourth location, B1, was abandoned and a well was not <br />constructed due to limited groundwater accumulation in the open borehole (PGG 1991). Well B2 <br />includes shallow and deep completions. The shallow completion is 38 feet deep and dry. In 2000, <br />additional wells B5 and B6 were added further south of the Balefill Landfill as part of the RI/FS. In <br />2004, B7 was added located west of the LPL following re -permitting of the CDL landfill into an LPL. <br />There are several nearby springs of groundwater discharging to surface water where the Vantage <br />Interbed and bottom Gingko Flow zone outcrop at land surface in the nearby shallow channels. This <br />includes Upper Clerf, Lower Clerf, Clerf #3, Clerf #4, and Poison Spring (Figure 2). <br />Monitoring for the LPL is completed quarterly at monitoring wells B3 and B7 and the Clerf #4 spring <br />in accordance with WAC 173-350-400 and the SAP (HWA 2020). <br />Monitoring for the Balefill Landfill is completed at wells B2 (deep), B3, B4, B5, and B6 and Poison <br />Spring on a semi-annual basis in accordance with the Post -Closure Monitoring Plan (HWA 2018). The <br />Post -Closure Monitoring Plan called for quarterly monitoring but in 2018, post -closure monitoring of <br />the Balefill Landfill was reduced to semi-annually (HWA 2018). <br />Figure 3 displays the location of the monitoring wells and spring sampling points. Monitoring well <br />logs are attached in Appendix A. Photographs of the spring outlets are also attached in Appendix A. <br />Monitoring well logs are attached in Appendix A. <br />1.5 History of Leachate Monitoring <br />In accordance with the AO, the engineered leachate collection and treatment system conveys <br />leachate from the Balefill Landfill up to the easternmost lined leachate pond (Figure 2). Leachate <br />has not been historically sampled except for prior to the development of the system. Leachate was <br />sampled in 2023 (Parametrix 2024). <br />1.6 Project Organization <br />Individuals responsible for ensuring the quality of the field operations and the collection of data are <br />identified in this section. Parametrix on behalf of Kittitas County will provide oversight of all project <br />activities and will be the point of contact with KCPHD and Ecology. Sampling activities, data <br />evaluation, and reporting will be performed by Kittitas County or their consultants.
