Ryegrass Limited Purpose Landfill and Balefill Closed Landfill <br />Groundwater and Leachate Sampling and Analysis Plan <br />Kittitas County Solid Waste <br />1.2 Land Use <br />The surrounding area is predominantly vacant arid land. The Wild Horses Wind and Solar Facility <br />office building is located approximately 3,500 feet north of the LPL. The nearest residential <br />structures are located approximately 4,600 feet east of the LPL. <br />There are two Kittitas County buildings on the Ryegrass Facility near the LPL including an office <br />building and a shop. The office building is a portable located approximately 200 feet east of the LPL. <br />The shop building has a slab on -grade foundation and is located adjacent to the closed Balefill <br />Landfill approximately 400 feet southeast of the LPL. <br />There are two private structures on the Facility including an abandoned Bonneville Power building <br />and Antenna and an active Washington State Patrol building and antenna. The abandoned <br />Bonneville power structure is located approximately 50 feet north of the LPL. The active Washington <br />State Patrol structure is located approximately 50 feet east of the LPL. <br />1.3 Landfill Operations <br />The LPL was permitted and operated as a construction demolition and land clearing (CDL) debris <br />landfill under Chapter 173-304 WAC from 1996 to 2005. The landfill was re -permitted under <br />Chapter 173-350 WAC in 2005. <br />The waste types that are accepted at the LPL include: <br />■ Asphalt (bituminous concrete) <br />■ Bathroom fixtures (bathtubs, sinks, and toilets) <br />■ Concrete <br />■ Construction debris <br />■ Culverts <br />■ Demolition debris <br />■ Doors, windows <br />■ Fiberglass Insulation <br />■ Fencing material <br />■ Masonry (brick, tile) <br />■ Metal piping <br />■ Plastics (PVC) <br />■ Roofing material <br />■ Sheet rock <br />■ Wiring <br />■ Wood debris (beams, pallets, housing material) <br />These materials by nature are relatively inert and not likely to decompose to form landfill gas (LFG) or <br />other contaminants. <br />April 2024 , 553-1763-010 1-2 <br />Revised May 2024 <br />
