MEMORANDUM OF UNDERSTANDING <br />BETWEEN KITTITAS COUNTY <br />AND THE WASHINGTON STATE HISTORIC PRESERVATION OFFICER <br />REGARDING THE GRANDSTANDS RECONSTRUCTION <br />WHEREAS, Kittitas County (COUNTY) has determined that the Grandstands <br />Reconstruction (undertaking) may have an adverse effect on the Northwest Grandstands, which is <br />eligible for the National Register of Historic Places, and has consulted with the Washington State <br />Historic Preservation Officer (SHPO) pursuant to Governor's Executive Order 21-02 (GEO 21-02); <br />and <br />WHEREAS, the COUNTY has consulted with the Confederate Tribes and Bands of the <br />Yakama Nation, for which Northwest Grandstands has religious and cultural significance, and has <br />invited the Tribe to sign this Memorandum of Understanding (MEMORANDUM OF <br />UNDERSTANDING) as an invited signatory; and <br />WHEREAS, COUNTY has consulted with the Ellensburg Rodeo Association (RODEO) <br />regarding the effects of the undertaking on Northwest G randstands and has invited them to sign this <br />MEMORANDUM OF UNDERSTANDING as a concurring party; and <br />NOW, THEREFORE, the COUNTY and the Washington DAHP agree that the undertaking <br />shall be implemented in accordance with the following stipulations in order to take into account the <br />effect of the undertaking on historic properties. <br />STIPULATIONS: <br />MITIGATION MEASURES <br />COUNTY shall ensure that the following mitigation measures are carried out: <br />1. An Historic American Building Survey (NABS) Level II documentation of the Kittitas County <br />Fairgrounds Historic District. The NABS will be conducted with digital photography only. The <br />Main Grandstand, the Racing Oval, and the Northwest Grandstand will be documented. DAHP <br />will be provided with a draft of the Level II documentation with 30 days for review and <br />comment before finalization. Three archival copies will be completed. A HAGS package will <br />be sent to the Kittitas County Museum, DAHP, and the Kittitas County Rodeo Fairgrounds to <br />be archived at each facility. <br />2. A permanent interpretive exhibit will be placed at the entryway of the armory building at the <br />Kittitas County Rodco Fairgrounds. The exhibit will include historic images and photographs <br />of the Kittitas County Rodeo Fairgrounds and will include text that will describe the <br />significance of the rodeo grounds. <br />3. The existing text and images for the "Ellensburg" essay (47554) on historylink.org will be <br />updated and expanded to include additional text and photos of the Kittitas County Rodeo <br />Fairgrounds. <br />4. The Kittitas County Board of Commissioners Office will pass a resolution that will implement <br />mandatory consultation with the DAHP on any future planning projects within the Kittitas <br />County Rodeo Fairgrounds Historic District. <br />Kittitas County has reached an agreement with DAHP to begin the demolition of the northwest <br />grandstand prior to completion of mitigation step Nos. 2-5 listed above. Demolition wil l not begin until <br />mitigation step 1 (NABS) has been completed. Kittitas County will keep DAHP apprised of the <br />
