5.1.1 Monetary contributions less than $5,000: <br />A. Restricted contributions must be pre -approved in writing by the Department <br />Director/Elected Official or their designee. <br />B. Unrestricted contributions may be accepted without written approval. <br />C. Departments/Offices shall provide a receipt of any monetary donations, regardless <br />of amount. Departments/Offices are not required to provide any additional written <br />acknowledgement (such as a thank you letter) for contributions of less than $5,000, <br />but may choose to do so. <br />5.1.2 Monetary contributions more than $5,000: <br />A. Restricted donations require a receipt, formal contract and a written <br />acknowledgement from the Department Director/Elected Official or their designee. <br />B_ Unrestricted donations do not require a contract; however, the Department <br />Director/Elected Official or designee shall provide the donor with a receipt and an <br />additional written acknowledgement (such as a thank you letter) of the donation. <br />5.2 Non -Monetary Contributions: Donation of non -monetary assets (vehicles, equipment, etc.) must <br />be pre -approved bythe Department Director/Elected Official or their designee. Donors shall be <br />provided with a receipt or other written acknowledgment which includes the estimated value of the <br />donation. The department/office shall consider ongoing costs related to non -monetary donations <br />before accepting them. Ongoing costs may include maintenance, insurance, repairs, taxes, <br />etcetera. <br />5.2.1 A formal contract should be prepared for any restricted non -monetary donation (e.g., federal <br />agencies often require that equipment be returned when it is no longer in use). <br />5.3 Reporting Requirements: if a donor wishes to claim a tax deduction for a donation that exceeds <br />$250 (regardless of whether the donation is monetary or non -monetary), the department/office <br />must provide a written acknowledgement to the donor, that contains the following: <br />A. The County's name; <br />B. The amount of monetary contribution, and/or a description (but not the value) of a <br />non -monetary contribution; <br />C. A statement that no goods or services were provided by the organization in return for <br />the contribution (if that is accurate for the situation; and/or <br />D. A description and good faith estimate of the value of goods or services, if any, the <br />County provided in return for the contribution. <br />5.4 If the County Provides Goods or Services in Exchange for a Donation: the Department/Office <br />shall provide a written disclosure statement for donations exceeding $75 if the County provided <br />goods or services in exchange for the donation. <br />
