Donations and Sponsorships <br />POLICY <br />Scope <br />1.1 This policy applies to all County departments and offices. <br />2 Purpose/Background <br />2.2 The purpose of this policy is to establish guidelines regarding the acceptance of donations and <br />sponsorships by County departments and offices. <br />3 Definitions <br />3.1 Restricted Use: Limitations on how a donation can be used. <br />3.2 Unrestricted Use: A donation with no limits or conditions placed upon it. <br />3.3 Charitable Contribution (referred to herein as `contribution'): Somethingthat is given or gifted to <br />a charity or public institution, especially a sum of money without any direct benefit in return. <br />3.4 Sponsorship: The act of supporting an organization or activity by giving money, resources, services, <br />or other help that results in benefits received in return. <br />3.5 Donation: A Charitable Contribution or Sponsorship as it applies to this policy. <br />3.6 In -Kind: A type of sponsorship that alleviates an operational expense but doesn't include a <br />monetary donation. <br />4 Policy <br />4.1 Kittitas County departments and offices may accept donations and sponsorships when it is <br />consistent with policies, plans, or goals of the County. Kittitas County Personnel Policy 4.3- Code of <br />Ethics, and Personnel Policy 4.5-Conflicts of Interest shall always be considered when accepting <br />donations. Departments are responsible for ensuring that the donations do not result in a real or <br />perceived conflict of interest or attempt at bribery. Donations will be declined if acceptance is <br />contrary to law and if they are not consistent with the county's policies, plans, or goals. <br />4.2 County departments and offices may accept monetary and non -monetary donations with <br />Department Head/Elected Official approval. Donations may or may not have stipulations attached. <br />Donations with stipulations should only be used in a manner consistent with the donor's intent. <br />Donations with no stipulations may be used for any municipal purpose. <br />4.3 All donations to Kittitas County may be tax deductible; however, it is the donor's responsibility to <br />consult their tax advisor about applicable Internal Revenue Service (IRS) regulations. Receipts shall <br />always be issued for monetary donations, regardless of amount, and regardless of whether a <br />contract or other written acknowledgment is also provided. <br />5 Procedures <br />5.1 Monetary Donations: The following guidelines apply to monetary donations. <br />
