Geosyntec° <br />consultants <br />March 5, 2025 <br />Dan Ireland, PE, Principal <br />SCJ Alliance <br />25 N Wenatchee Avenue <br />Wenatchee, Washington, 98801 <br />Re: Proposal for Large Scale Pilot Infiltration Testing and Geotechnical Study for Kittitas <br />County Event Center RV Park <br />Project No. NCP2025-076 <br />Dear Dan: <br />Geosyntec Consultants, Inc. (Geosyntec) is pleased to submit this scope and fee proposal to <br />complete several test pit explorations and a Large -Scale Pilot Infiltration Test (PIT) to support RV <br />Park improvements for the Kittitas County Event Center and Fairground (Project). The test pits and <br />PIT locations are tentatively planned to be located in the unpaved gravel or dirt areas of the Site <br />located immediately south of East University Way on either side of Alder Street, in Ellensburg <br />Washington. <br />Our proposed scope of work is described below. <br />Task 1 - Field Investigation <br />Geosyntec will complete a field investigation at the Site consisting of the following subtasks: <br />• Coordinate with the SCJ Alliance (SCJ) to establish a clear understanding of the Project <br />goals for this geotechnical investigation. <br />• Coordinate with the public one -call utility locating and private subcontracted service to <br />identify utilities in the area prior to the Site work. <br />• Coordinate with subcontracted excavator to mobilize to the Site to complete up to six test <br />pits and a PIT in general accordance with the Washington State Department of Ecology <br />2024 Stormwater Management Manual for Eastern Washington (SWMMEW). The test pit <br />excavations will be completed to a depth of about 6 to 12 feet bgs, or practical excavation <br />refusal (i.e. bedrock, boulders). During the PIT, we will continuously monitor water levels <br />using a pressure transducer and will verify these with manual measurements. We will <br />source water for the PIT using a nearby hydrant, hose bib provided by the County, or water <br />trailer/truck provided by a subcontractor working for Geosyntec. <br />• Log soils during excavation in accordance with ASTM International (ASTM) D2488 <br />Standard Practice for Description and Identification of Soils (Visual -Manual Procedure). <br />We will collect soil samples from the excavation at select depths for further review and <br />laboratory testing. <br />• Backfill the test pit excavation with excavated soil tamped into place with the excavator <br />bucket. Some future surface settlement (approximately a few inches) may be noticeable <br />relative to surrounding areas over time. <br />Page 1 <br />
