03/31/2025 MINUTES 2 <br /> <br />At 9:05 a.m. the Board reconvened out of Executive Session. <br /> <br />Chairman Osidadacz moved to support the Risk Pool’s recommendation <br />to close Mr. Hall’s Claim. Commissioner Wachsmith second. Motion <br />carried 3-0. <br /> <br />RESOLUTION WATER RIGHTS PURCHASE & SALE AG PUBLIC WORKS <br /> <br />Vice-Chairman Wright moved to approve Resolution No. 2025-071, <br />Authorizing the Board of County Commissioners Signature on the First <br />Amendment to Trust Water Rights Purchase and Sale Agreement for <br />Certificate Nos. S4-83019-J & S4-85195-J, as presented. Commissioner <br />Wachsmith seconded the motion. Motion carried 3-0. <br /> <br />DISCUSSION ADO DESIGNATION 2025–2027 BIENNIUM COMMISSIONERS <br /> <br />The Board requested Staff to bring back this Agenda Item from the <br />January 27, 2025 Office Admin Meeting for consideration. <br /> <br />Vice-Chairman Wright moved to approve & authorize the Chair’s <br />signature on an Associate Development Organization (ADO) <br />Certification/Designation Form for the 2025-2027 biennium as <br />presented. Commissioner Wachsmith seconded. Motion carried 3-0 <br /> <br />CONTRACT DEPT. OF COMMERCE – RODEO GRANDSTANDS COMMISSIONERS <br /> <br />Vice-Chairman Wright moved to approve and ratify Chairman Osiadacz’s <br />signature on the Department of Commerce Grant Contract for the Rodeo <br />Grandstands Project. Commissioner Wachsmith seconded the motion. <br />Motion carried 3-0. <br /> <br />LETTER CANTWELL EOC 2026 APPROPRIATIONS SHERIFF <br /> <br />Darren Higashiyama, Chief Deputy presented a letter to the Board for <br />consideration regarding FY 2026 Appropriations Priorities for an <br />Emergency Operations Center Facility to Senator Cantwell. He stated <br />that the ask is for 4.8 million and the match would come from REET. <br />He explained that the anticipated cost is 6 million but could be up <br />to 7 million and the Ferguson Group will be submitting the package <br />this week. <br /> <br />Vice-Chairman Wright explained that he is struggling with the <br />project. He said he feels like it just keeps expanding and getting <br />more costly. <br /> <br />Vice-Chairman Wright moved to approve Board signature on a letter to <br />Senator Maria Cantwell for the Kittitas County, WA – FY 2026 <br />Appropriations Priorities for an Emergency Operations Center <br />Facility, as requested. Commissioner Wachsmith seconded the motion.
