Central Services Committee Bylaws-
December 4, 2024 Page 1 of 5
KITTITAS COUNTY
CENTRAL SERVICES COMMITTEE
BYLAWS

ARTICLE 1: AUTHORIZATION
The Central Services Committee (“CSC”) was established by the Kittitas County Board of County
Commissioners (“BoCC”) by Resolution 2024-079. The Central Services Committee Charter,
adopted by the BoCC on 05/07/2024, establishes and outlines the purpose and duties of the CSC.

ARTICLE 2: PURPOSE
CSC’s purpose is to facilitate internal coordination among departments, thereby providing clarity to
Elected Officials in support of their resourcing decisions. CSC advances these principles by
providing two primary functions:
1) Reporting: a regular, structured report of internal-services to the BoCC and Management
Team consisting of the primary activities of the CSC member-departments and of the CSC
Committee. The report template is detailed in Schedule 1 of these bylaws and is subject to
revision.
2) Engagement: an ongoing venue for discussion, assessment, and coordination of initiatives
that impact multiple departments, or that require involvement from multiple Central Services
member departments. CSC engagement may be initiated either by a Department Head or
Elected Official via CAMAS, or by any CSC member via discussion under the CSC agenda
item dedicated for this purpose. Detailed engagement criteria are provided in Schedule 1 of
these bylaws.
CSC is a voluntary and advisory review, assessment and coordination group. As such, CSC shall not
limit the power of an independently Elected Official from carrying out the duties of his office or
prevent him from directly approaching BoCC with a project or proposal.
BoCC may choose to prioritize or favor resourcing requests that have been reviewed by CSC over
those that have not.

ARTICLE 3: MEMBERSHIP
CSC membership is structured so as to enable a comprehensive assessment of countywide impacts
of projects and initiatives having an internal or “central” focus or scope. As such, it shall be
comprised of the following County offices and departments that primarily provide internal services:
1) Human Resources Director
2) Information Technology Director
