1. Pat Deneen, authorized agent for the Btue Jay Land Company, has submitted muttipte permit <br />apptications for a devetopment. The apptication is a rezone to a Planned Unit Development and inctudes a 2 <br />tot Short Ptat on approximately 164.32 acres that are currentty zoned RuraI Recreation. The project is <br />designed and planned to inctude 61 singte famity & muttipte famity housing sites over approximately 67.41 <br />acres. The remaining open space is for proposed naturaI areas and recreation such as hiking & motorized <br />trail use. The project is proposed to be developed in 6 phases over a 2O-year period. <br />2. The project, consisting of 24 parcels, is located off State Route 903 approximatety 3.6 mites northwest of <br />the intersection of State Highway 903 and Butt Frog Road, northwest of Roslyn, WA in SEC 1 TWP 20 RGE 14; <br />PTN NW 1/4, SEC 1 TWP 20 RGE 14; PTN SW 1/4, a portion of PTN SW 1/4 SEC 01 & PTN NW 1/4 SEC 12and <br />SEC 12, TWP 20, RGE 14 in Kittitas County. Parcel numbers are 950570, 950581 , 950582, 950583, 950584, <br />950585, 950586, 950587, 950588, 950589, 950590, 950591, 950592, 950592,950593, 950594, 950595, <br />950596, 950597, 950598, 950761 ,950762,17't934,1 2065, 20202. <br />3. The Kittitas County Comprehensive Plan's Land Use Element designates the subject property as RuraI <br />Recreation and the current zoning is RuraI Recreation. <br />4. Community Devetopment Services received the rezone apptication and the shoft ptat application on <br />March 26,2024. A Notice of Apptication was issued on June 20,2024. <br />5. Community Development Services issued a Mitigated Determination of Non-Significance (MDNS) on <br />November 14,2024. No appeats were fited. <br />6. On December 17,2O24, the Kittitas County Hearing Examiner conducted an open record hearing where <br />testimonywas heard. On January 2,2025 the Hearing Examiner submitted his Recommended Findings of <br />Fact, Conclusions of Law, and Conditions of Approvat of the Rostyn Ridge West PUD Rezone and Preliminary <br />Short Ptat. <br />7. The Board of County Commissioners conducted a pubtic meeting on March 4,2025 for the purpose of <br />considering the Rostyn Ridge West PUD Rezone (PD-24-00001) and Pretiminary Short Ptat (SP-24-00004). <br />B. The Board of County Commissioners, after review of the record, a motion was made and seconded that <br />the proposed Rostyn Ridge West PUD Rezone(PD-24-00001)) and Pretiminary Short Ptat (SP-24-0004) be <br />approved, the motion carried with a vote of 3 ao O .
