0 <br />Kittitas County <br />Public Health <br />weWdrtment <br />Environmental Heakth <br />March 2025 <br />Department Updates <br />Collaboration with the Community Development Services Department (CDS) <br />One key area of partnership with CDS has been improving and refining processes for Preliminary <br />Site Analysis (PSA). PSA) is a required review before construction or development in Kittitas <br />County, managed by CDS. It allows county departments to identify project specific requirements <br />early, helping property owners navigate permitting efficiently. <br />For EH, the PSA helps determine septic system and water supply requirements before construction <br />begins. For example: <br />• A shop with a bathroom may require septic system adjustments <br />• Additional bedrooms often trigger the need for a septic permit to expand capacity <br />• Accessory Dwelling Units (ADUs) can trigger a needed change to both the water system <br />requirements and septic expansions. <br />Historically, PSA comments from Public Health were generic, leaving property owners unaware of <br />potential septic and water system requirements. To improve this, EH is expanding its PSA role by <br />providing project specific guidance, helping applicants understand and address their needs <br />upfront, reducing delays and compliance issues. This is a collaborative effort with the CDS <br />department to improve overall customer service and the quality of the product provided to the <br />public. <br />Separately, we have adopted a new template for all land use comments, which better aligns with <br />CDS workflows. Our goal is to standardize operations related to land use and conditional use <br />permitting comments, ensuring consistency across all responses. <br />New Funding from Department of Ecology <br />We have been actively working to secure funding for the Air Quality program and are currently <br />finalizing contract details. Additionally, we are still awaiting a decision on our Pollution Prevention <br />Grant application, which if awarded, will provide funding for the EH Coordinator position to work <br />with local small quantity producers to ensure that environmental pollutants are safely disposed of <br />through our solid waste system. <br />EH Specialist III Early Successes <br />Our new EH Specialist III has been closely collaborating with the EH Manager to refine program <br />policies and procedures. This work is focused on identifying areas for improvement, standardizing <br />processes, and reducing processing times while maintaining consistency in our work products. As <br />12 <br />
