APPENDIX A: ELlclBlLITY FOR DDA SERVICES <br />lndividuats who want to participate in Employment and Day Programs must be etigibte to be on a <br />Waiver Program through DDA that provides employment funding. Funding for these services comes <br />through a federal program under Title XIX Medicaid calted the Home and Community-Based Services <br />(HCBS) Waivers. The HCBS waivers altow the state to use Medicaid funding while "waiving" Medicaid <br />rutes that require services to be provided in an institutionat setting. The purpose of the waivers is to <br />provide integrated, community-based services to individuats with devetopmentat disabitities. Waivers <br />Provide an atternative to institutional services. To assist consumers in setecting the right Waiver <br />Program, a description of the Waiver Programs and the services provided under each program is tisted <br />on the foltowing page. <br />WHO IS ELIGIBLE FOR A WAIVER PROGRAM? <br />Etigibitity for waiver services includes people with devetopmentaI disabitities who:o Are ctients of DSHS Devetopmentat Disabitities Administration (DDA), <br />. Meet disabitity criteria estabtished by the Social Security Administration (SSA), <br />o Are etigibte for Medicaid services in an institution, <br />o Have been determined to need home and community-based services in order to tive in the <br />community, and <br />. Have an individual gross income that does not exceed 300 percent of the Supptement Security <br />lncome benefit amount and individual resources that do not exceed 52,000 (Parentat income is <br />not considered for children.) <br />TYPES OF WAIVER PROGRAMS <br />BASIC PLUS WAIVER <br />This waiver program is for people who live with their families, on their own, in an adult famity home, <br />in another setting with assistance or an Adutt Residential Care Assisted Living Facitity (ARC) and are at <br />high risk of out-of-home ptacement. services covered inctude the fottowing: <br />. Hours per year avaitabte for Supported Emptoyment or Community Access, based on DDA <br />assessment and employment status. <br />. Up to 56,192 is availabte for any combination of Skitted Nursing (Nursing Delegation); <br />Community Guide; EnvironmentaI Accessibitity; Adaptations; Speciatized Medicat <br />Equipment/Supplies; Occupationat Therapy; Specialized Psychiatric Services; Physicat Therapy; <br />Speech, Hearing and Language Services; Staff/Family Consuttation and Training; BehavioraI <br />Health Stabilization; and Transportation to a Waiver Service. <br />o BehavioraI Heatth Stabitization Services <br />o Respite is based on assessed need. <br />. 56,000 per year availabte for Emergency Assistance. <br />CORE WAIVER <br />This waiver is intended for people who are at immediate risk of out-of-home ptacement and need up to <br />Z4-hour residentiaI services. Services covered inctude: Residentiat Services, Behavior Support, <br />Therapies, Environmentat Adaptations, SkiIted Nursing, Emptoyment services, Speciatized Medicat <br />Equipment and Suppties and more. <br />29
