KITTITAS COUNTY <br />BOARD OF COUNTY COMMISSIONERS <br />STAFF REPORT FOR <br />SOLID WASTE/MAINTENANCE STUDY SESSION <br />Solid Waste <br />SPECIAL MEETING DATE: 2/11/2024 <br />LEAD STAFF: Patti Stacey <br />RECOMMENDATION: No Action Recommended at This Time. <br />BRIEFING SUMMARY: The Ryegrass location has several different permits for <br />operations at the facility. <br />Currently we are working with the Department of Ecology on the placement of a new <br />monitoring well that will go out to bid and be installed this spring. This well will cover <br />both LPL Landfill, the closed MSW Landfill and the septage lagoons. <br />We are still working on getting the North end of the LPL landfill ready for closure but the <br />C� <br />reduced amount of construction debris that we received last year it is taking longer than <br />anticipated. <br />The State has issued its new Biosolid general permit which the county will apply for <br />coverage under. Previously the States permit was appealed, and this permit may also be <br />appealed, but the county has submitted a new operation plan and site -specific land <br />application plan for review in anticipation of the new permit. <br />The Department of Ecology has been out on site to do an inspection in response to <br />complaints they had received regarding the county performing work that was not <br />permitted. They found that the county was not conducting business outside of our permit. <br />I have attached the letter from Ecology to the complainant.
