KITTITAS COUNTY <br />PUBLIC WORKS STUDY SESSION MINUTES <br />COMMISSIONERS' AUDITORIUM, 205 WEST 5TH ROOM 109 <br />Regular Meeting <br />MONDAY 1:30 PM February 10, 2025 <br />Board members present: Chairman Laura Osiadacz and Vice -Chairman Cory <br />Wright. <br />Others: Josh Fredrickson, Arden Thomas, Cameron Curtis, Sally Kraft, <br />Public Works; Stephanie Hartung, Prosecuting Attorney's Office. <br />At 1:30PM Chairman Laura Osiadacz opened the Public Works Study <br />Session. <br />No Citizen Comments <br />REQUEST TO APPROVE A RESOLUTION AUTHORIZING AN EXTENSION TO THE CITY <br />OF ROSLYN CEMETERY WATER MAIN EXTENSION PROJECT AWARD. <br />Josh Fredrickson requested to approve the resolution authorizing an <br />extension of the payment conditions identified in the agreement for <br />the Roslyn Cemetery Water Main Extension Project. The original <br />contract awarded in September 2023 identified the completion date of <br />December 31, 2023. Due to the timing of the project bid and award in <br />2023, the project did not begin construction until 2024. The project <br />was completed in November 2024. Approximately $8,000 has been paid <br />for the design of the project. The remaining $267,000 is accounted <br />for in the fund balance and available to release for payment to the <br />city. Chairman Laura Osiadacz moved to approve Resolution 2025-035 <br />and Vice -Chair Cory Wright seconded the motion. Resolution 2025-035 <br />approved. <br />PUBLIC WORKS FEES UPDATE <br />Josh Fredrickson briefed the Board of County Commissioners on the <br />proposed permit fee schedule update. The current Board directed fee <br />model is to achieve full cost recovery for permit activities, with <br />discretion to set fees at 25 percent cost recovery. In addition to <br />the current fee schedule, additional permit fees have been identified <br />for consideration, including a Franchise Renewal fee, a Road Use <br />Agreement fee, and Water Banking fees for the Roan Bank Water Rights <br />that will serve a specific geographic area. The Board of County <br />Commissioners directed staff to bring forth enabling documents and <br />schedule a public hearing. <br />02/10/25 MINUTES <br />
