meeting the requirements of 14 CFR Part 139 commonly related to air carrier operations. <br />As ELN is not Part 139 certificated airport, it is not held to that standard. In place of a <br />Wildlife Hazard Assessment (WHA), required for Part 139 airports, a Wildlife Hazard <br />Evaluation (WHE) was conducted to identify hazardous wildlife and attractants which <br />could possibly impact aviation safety. Staff from the USDA WS helped develop the <br />WHMP including conducting the WHE. <br />The WHMP is developed with the intent of increased safety. At the time of plan <br />development, no wildlife strikes were reported for ELN. The WHMP includes a practical <br />discussion for dealing with key hazard groups identified during the WHE, this included <br />blackbirds, corvids, raptors and waterfowl. This plan also includes information on habitat <br />management to take proactive measures to reduce attractiveness to wildlife. The plan also <br />recommends periodic reviews and updates by airport staff. <br />FISCAL IMPACT: <br />WHMP identifies work items which can be accomplished within the current maintenance <br />and operations budget.
