KITTITAS COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br />PUBLIC WORKS — BOARD OF COUNTY COMMISSIONERS <br />STUDY SESSION STAFF REPORT <br />STUDY SESSION DATE: January 13, 2025 <br />TOPIC: Kittitas County Airport Wildlife Hazard Evaluation <br />and Management Plan <br />ACTION REQUESTED: Direct staff prepare enabling documentation for <br />adoption of plan <br />LEAD STAFF: <br />Joshua Fredrickson <br />RECOMMENDATION: <br />Direct staff to prepare enabling documentation for adoption of the Wildlife Hazard <br />Evaluation Management Plan for Bowers Field. <br />BRIEFING SUMMARY: <br />• Wildlife Hazard Evaluation Management Plan (WHMP) has been developed for <br />Bowers Field <br />• Plan development by Kittitas County in cooperation with the U.S. Department of <br />Agriculture's Wildlife Services program <br />• WHMP to be periodically reviewed and updated as necessary by airport <br />management <br />• WHMP emphasizes monitoring and abatement of wildlife hazards within the <br />airfield environment <br />• WHMP not previously adopted <br />BACKGROUND: <br />To serve as a guide to help reduce wildlife hazards at Kittitas County Airport, Bowers <br />Field, previous airport staff began the development of a Wildlife Hazard Management <br />Plan (WHMP). Staff from the U.S. Department of Agrigulture's (USDA) Wildlife <br />Services (WS) program assisted with the development of the plan. The WHMP follows <br />guidance in CFR Title 14 FAR part 139.337 and guidance in the FAA Advisory Circular <br />150/5200-38. <br />DISCUSSION: <br />Kittitas County Airport, Bowers Field (ELN) is a general aviation airport owned and <br />operated by Kittitas County. To support operations at ELN, staff developed a Wildlife <br />Hazard Management Plan (WHMP). ELN is not a Part 139 Certificated airport, one <br />
