DISCUSSION: <br />The proposed assignment would expand the County's mitigation program to the Vantage <br />Area. There is only one municipal water provider in this area. The County's existing <br />water bank has demonstrated the broader community benefits associated with the <br />County's entry into the water mitigation arena. <br />FISCAL IMPACTS: <br />Kittitas County would enter into a mitigation agreement with Ecology to utilize the Lake <br />Roosevelt Incremental Release Program and there is an associated annual fee. This <br />annual fee (estimated in the $17,000 - $30,000 range) would initially be absorbed in the <br />403 Fund (Water Resources) and water user fees would be developed to cover these <br />costs. We will budget for these costs in 2026.
