KITTITAS COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br />PUBLIC WORKS — BOARD OF COUNTY COMMISSIONERS <br />STUDY SESSION STAFF REPORT <br />STUDY SESSION DATE: December 23, 2024 <br />TOPIC: G4-29290 Water Right Permit Assignment <br />ACTION REQUESTED: Direction to Staff <br />LEAD STAFF: <br />Arden Thomas <br />RECOMMENDATION: <br />Direct staff to sign and submit letter to the Department of Ecology. <br />BRIEFING SUMMARY: <br />• A Vantage Area water right holder is interested in assigning their water right <br />permit application G4-29290 to Kittitas County. <br />• The proposed assignment would expand the County's mitigation program to <br />Vantage. <br />• Assigning application G4-29290 to Kittitas County would maintain and provide <br />water mitigation options in Vantage. <br />• Costs associated with the proposed assignment would be covered by the 403 Fund <br />(Water Resources) until they could be covered by fees charged to water users. <br />• The next step to advance this request for assignment is to submit a formal request <br />for Technical Assistance to the Department of Ecology <br />BACKGROUND: <br />Joyce Palelek has a groundwater right, certificate 4042-A, for domestic supply in the <br />town of Vantage. In 1987 Ms. Palelek submitted application G4-29290 requesting a <br />change to domestic supply, future high density development supply, irrigation, and stock <br />water use. Kittitas County staff and representatives for Ms. Palelek have met with the <br />Department of Ecology to discuss potentially assigning application G4-29290 from Ms. <br />Palelek to Kittitas County, amending the place of use of the application, amending the <br />location of proposed wells, and retaining the multiple purposes previously applied for. <br />The next step to advance this request is for Kittitas County and Ms. Palelek to submit a <br />formal request for Technical Assistance on Assignment of Application G4-29290 to the <br />Department of Ecology. The proposed partnership between Kittitas County and Ms. <br />Palelek would enable the groundwater permit application to be processed and would <br />maintain and provide water mitigation options within Vantage. <br />Page 1 of 3 <br />Public Works "Work Session Staff Report", 2024 <br />
