<br />The proposed works include a toral ofup to 100 wells, supplying up to 1,000 gallons per minute (gpm) ofwater for domestic supply for up
<br />to 145 residetces, using an average of350 gallons per residence per day year.round, and irigating up to 500 squarc feet (sq. ft.) per
<br />residence for a total of L664 irrigated acres. The wells and places ofuse will be within the place ofuse described above. This describes
<br />the lotal system ar1d total water quantities and development ar.rthorized for &is Swauk Water Bank, in sunr" utilizing the eight (8) diferent
<br />groundwater sources ofsuppln under authority of8 permits, G4-j5541-G4-35548.
<br />The authorized place of use is owted by multiple private landowners. The intention of the co$bined applicants is to obtain permits
<br />authorizing the uso ofpublic groundwater in the requested amounts to be mitigated by a portion ofthe I 877 First Creek Water Users
<br />Association water right. The l8?7 water rights provide water budget noutrality, required by WAC 173-539A, for up to 145 new domestic
<br />uses within the defined portion ofthe Swauk Creek subbasin.
<br />A mix of individual and small public water supply systems will be developed.
<br />ln sum, the total withdraval ofwater from all 8 different groundwater sources slull trot exceed the quautities authorized for the Swauk
<br />Creek Water Baok: up to 100 wells, up to 1,000 gpm of water for domestic supply for up to 145 homes, including up to 500 sq. ft. of
<br />irrigation per residence for a !o!al of 1.664 acres ofresidential inigation.

<br />You (applicant) will record with the Kittitas County Auditor an appropriate conveyance instrument rmder which the applicant obtains an
<br />interest in Trust Watcr Right Nos. CM40648(AA)sM-b and CS440648(AA)sM-c(A) to offset consumptive use.
<br />Any vatid pricrity calls against the source Tmst Water Right Nos. CS400648(AA)sb4-b and CS4-006a8(AA)sb4*(A), based on local
<br />limitations in water availability, will rrsult in temporary roduction or curtailmeirt of the use until the priority call for water ends, or mtil
<br />other mitigation is supplied as provided in the waler monitoring and management plan.
<br />The Department ofEcologl cannot ensure that "a formation, a group offormations, or part ofa formation that contains sufficisnt saturated
<br />permeable material to yield economical [domestic] quantiti€s ofwater to wells . . ." will be encountered.
<br />The applicant and each landowner (mitigstion credit purchaser) shall submit an assignment fonn to the Depatment ofEcolory describing
<br />ihe specific inlerest of dre mitigation credit purchaser iri this permit.
<br />Prior to assignment ofany portion ofthis wat€r to a third party, the p€nnittee must submit and the Dcpartment ofEcolory must approve a
<br />warer monitoring and managernent plan consistent with the plan requircd for the two mitigating tust wattr riglts, CS4{0648(AA)sba-b
<br />and CS4{0648(AA)sM-c(A).
<br />Well Comtruction Requiremenls
<br />Because Groundwater Unit t (G+35541) and Groundwater Unit 2 (G4-355a2) are marginal in nahrg it is recommended that wells be
<br />iocated 0s far }i'om each ofthese units' lrcstern outer boundaries as possible. A minimum 100-foot spacing fom edsting wells is requircd
<br />inUnits I and2.
<br />Wells drilled thrcugh Groundwater Unit 3 (G4J5543) and into underlying Groundwater Unit 2 shall be required" at minimunl to have a
<br />solid casing through Unit 3. The tocation and cofftruction of any well proposed within the E%SW% of Section 34, T. 20 N., R 17 E.W.M'
<br />must receive specific prior review and written approval from *re Department of Ecology 1o ensue that water levels within Unit 3 in the
<br />vicinity of ths Dunford and MeCallum Springs will not be lowered by pumping from the now well.
