I <br />Wells, Wcll Logs, and Wcll Construction Standards <br />All wells cons!.ucted in the sate shall meet the construction requirements of wAC i73-160, tided 'Minimum Saudards for tlre <br />Construction and Maintenance of Wells" and RCW 18.104, titled "Water Well Consluction." Any weil rvhich is unusable, abandoned, or <br />.whose use has been permanentJy disconlinued, or which is in such disrepair that iis continued use is impractical or is an ervironmenhl, <br />safety or public healttr hazard shall be decommissioned. <br />All wells shail be tagged with a Department of Ecolory unique well identification number. If you have an existing well and it does not <br />have a tag, please contact the well-drilling coordinator at the regional Deparnnent of Ecology oitce issuing this desision, This tag shall <br />remain attached to &e welt. If you are required to submjt water measuring rcpo$s, refer€nce this tag nrunber. <br />lnstallation and maintenance of an access port as described in WAC 173-160-291(3) is required for all r,alls. <br />Measurometrts, Monitoring Metering aud Repoding <br />An approved measuring device shall be installed and maintained for each ofthe sourres identified by this water right in accordance rvith the <br />rule "Requiremurts for Measuring and Reporting Waler Use,' WAC 173-L73, <br />http://wrvw. ecv.wa. gov/programs/wrl lreasuringlmeasurh ghome. html. <br />You (applicant) must measwe ard report your water use in accordance'with the "Upper Kittitas Croundwater Rule," WAC 173-539A-070, <br />http://www.ecy.wa.gov/bfulio/wacl73539A.htnl. Water use data shall be recorded weekly and rnaintained by each propety orvner as long <br />as practicable, and copies madc available to Ecologt when request€d. It also allows a <br />water user to petition the Deparunent ofEcolory formodifications to some ofthe requirenents. <br />Easement and Right-of-Way <br />Thc water source and/or water lunsmissiolr fi(,ilities are not wholly located upon land owned by the applicant. [ssuance of a water right <br />authorization by the Deparhxenr ofEcolory does not convey a right ofaccess to, or other right to usq land which the applicant does not <br />legally possess. Obtaining such a right is a privatc matter betwecn applicant and owner of that land. <br />Water Use Efliciency <br />The water rigbt holder is required to maintain effioient water delivery systems and use ofuptodate water conservation pactisos consistent <br />with RCW 90.03.005. <br />Proofof Approprirtion <br />The waler right holder shall file the notice ofProofofAppropriation ofwater (under which tle certificate ofwater right is issued) when the <br />pemanent distribution system fuas been oonstructed and the quautity of water is required by the project has been put to ftll beneficial use. <br />The certificalc will reflect the enent of the pmject per{bcted within the limitations of the permit.
