to 145 residences, using an average of350 gallons per residence per day year-round, and inigating up to 500 squaro feet (sq. ft.) per
residence for a total oft.664 irrigated aqes. The wells atrd places ofuse will be within the place ofuse described above. This describes
the total system and tolal water quantities and development authorized for this Swauk Water BzuJg in sum, utilizing tJre I different
groundwater sources ofsupply, urder authority ofeight (8) pennits, G4-35541-G4-35548.
the authorized place of use is owned by multiple privats latrdowners.
'The intention of the combined applicants is to obtain pemits
General
You (applicant) will record with the Kittitas County Auditor a properly covenant as required under WAC i73-539A-050 that restricts or
prohibits trees or shrubs over a septic drain field.
You (applicant) will record with the Kittitas Crunty Auditor an appropriate conveyance inskument under which the applicant obtains an
interest iri Trust Water Right Nos. CS,l-00648(AA)sb4-b and CS4-00648(AA)sb4-c(A) to offset consumptive use.
Any valid priority calls against the source Trust Water Rigbt Nos. CS4-00648(AA)sb4-b and CS4-00648(AA)sb4-c(A), based on local
limitations in water availabilrty, wil result in ternporary reduction or cwtailment ofthe use until the priotity call for water ends, or until
other mitigation is supplied as provided in the water monitoring and management plan.
The Depaltnent of Ecolory cannot ensure that 'h formation, 4 group of formations, or part of a fomation tha! contains suficient saturated
permeable material to yie ld economical [domestic] quantities of water to wells . . ." will be encountered.
The applicant and each landowner (mitigation oredit purchaser) shall submit an assignment form to the Deparhent of Ecolory descnbtlg
t}e speci-fic interest of ttre mitigation credit purchaser in this permit.
. Prior to assignment of any portion of this water to a third party, the p€rmittee must submit and the Departrnent of Ecologr must-approve a
water monit6ring and manigcment plan consistent with the plan required for the two mitigating irust water rights, CS4-00648(AA)sb4-b
and CS440648(AA)sb4-c(A).
Well Construction Requiremenls
Because Groundwater Unit I (G4-35541) and Grouldwater Unit 2 (G4-35542) are marginal in naturg it is recommended that wells be
located as far from each of these unis' westem outer boundaries as possible. A minimum lO&foot spacfug from oxisting wells is required
in Units I and2.
Wells drilled throush Groundwater Udt 3 (G4-35543) and into underlying Croundwater Unit 2 shall bo required, af minimurn" to have a
solid casing through Unit 3. The location and consfuction of any well proposed witbin the E%Sll//c of Section 34,
T. 20 N., R lZ E.WM. must receive specific pnor r,eview and written approval from the Deparhent of Ecology to ensure that water levels
wirhin Unit 3 in the vicinity of the Dunford and McCallum Springs will not be lowered by pumping from ihe new well.
Wells driued !!&gg[ Croundwater Unit 4 (G4-35544) and into an underlying unit shall be requked, at minimum, to have a solid casing
tfuough Urit 4. A Udnimum 1O0-foot spacing &om existing wells is required widrin the Unit 4 boundaries.
Wihin the Unit 4 boundaries, specificaily from thc southern extent of Hidden Valley in the NW% of Section 33, T. 20 N., R. 17 E.W.M.,
north to the norfhern boundary ofthe proposed place ofuss for these eight permit applications in the S% ofSection 22 and extending into
the SW% of Section 23, T. 20 N., R. 17 E.WM.
Wells drilled l3lgggb Unit 4 into underlying goundwater units shall be cased and sealed a minimum of t00 feet into the underlying unit or
to a depth identified by the Departnent of Ecology technical staff during consultation prior to &illing.
Groundwater Urdt 5 has regions where wells will encounter significant clays and likeiy resdlt in low.yield and slow recovery wells.
Additionally, Unit 5 has areas of perched and thin saturarcd fiicfossses. Therefore, a minimum 100-fodt spacing from existing wells is
requked in Unit 5. If new water us€rs are not able to successfirlly develop a well in Unit 5, they may instead coasider drilling into an
mderlying groundwater unit, whicf, depending on location, may be Unit 7 (G4-35547, central and north), Units I or2 (south and soutbeast)
or unit 8 (c4-35548, north). such wells shall be required to have a solid casing tbrough unit 5.
Wclls, Well Logs, and Well Construction Standards
All wells consilcted in thc state shall meet the construstion requirements of WAC 173-160, titled 'Minimum Standards for the
Construcrion aod Maintenance of Wells' and RCW 18.104, titled "Wafer Well Consu:uction" Any well which is unusablq abandoned, or
